The Public Works Department Engineering Division is recruiting for Civil Engineer.  This position will primarily be responsible for the management of capital improvement projects through the planning, environmental clearance/permitting, design, and construction support phases of assigned projects. A strong background in project development and delivery, budget and expense management, and management of broad based capital improvement projects is desired. This position may assist with private development engineering and water resources and/or wastewater/groundwater related capital improvement projects or other capital projects as necessary. There is one (1) position available and an eligibility list is being established. 

DEPARTMENT: Community Development & Public Works

BASIC FUNCTION: Under general direction, performs complex engineering work involving design, investigation, development, and construction of private and public structures, systems, and projects. Performs related responsibilities as required.

DISTINGUISHING CHARACTERISTICS:

This is the advanced journey level of the civil engineer series. This class may be distinguished from the class of Associate Engineer by the possession of a valid Certificate of Registration as a Professional Civil Engineer issued by the State of California. Positions in this class require frequent use of a high degree of independent judgment in making decisions in accordance with established rules and procedures. Positions in this class may provide lead supervision and training to assigned professional and technical staff.

KEY RESPONSIBILITIES:

  • Develop scopes of work, cost estimates, technical specifications, bid documents, request for proposals and bids for the design and construction of municipal infrastructure. 
  • Performs intermediate to advanced level engineering calculations, computations, research and analysis, reports, and related engineering support work for projects assigned.
  • Performs contract administration on assigned capital improvement projects; may include monitoring progress payments; ensuring conformance with the conditions of the contract; conducting field inspections; reviewing change orders; maintaining related documentation; and managing grant fund administrative requirements.
  • Assigns, schedules, monitors and evaluates work of assigned personnel.
  • Assists in the application of grant funds, development and implementation of goals, objectives, policies, engineering standards and priorities; keeps current with new developments and legislation related to stormwater, wastewater, groundwater recharge systems, and other relevant areas (i.e. NPDES, WDR, SGMA).
  • Prepares and administers the capital improvement plan and budget in assigned areas of responsibility.
  • Receives public works complaints and directs to appropriate division.
  • Attends and/or coordinates meetings, conducts field inspections, and consultations with property owners, contractors, inspectors, utility companies, stakeholders,  and other public officials.
  • Participates in the review of proposed private developments and establishes conditions for approval.
  • Reviews and approves, as required, plans for construction prepared by private engineers.
  • Prepares plans, specifications, and estimates for assigned capital improvement projects.
  • Serves as staff to the City Council and various committees on engineering, public works or related matters; prepares staff reports and makes presentations.
  • Coordinates citizen participation in public works projects such as curbs and gutters, sidewalks and sewer and storm facilities.
  • Participates in the selection and supervision of private professional engineers for the development of plans and specifications, studies and reports; monitor consultant's work to ensure compliance with contract, scope, and budget as well as pertinent laws, regulations and policies (i.e. CEQA, California Water Boards).
  • Provides oversight and coordination of the City's Storm Water and Sanitary Sewer Master Plans. Serves as information point of contact on engineering related matters to public.
  • Performs related duties as required.


REPORTING RELATIONSHIPS:

This position reports to a Senior Civil Engineer and/or the City Engineer and provides lead supervision and training to assigned professional and technical staff.

DESIRABLE QUALIFICATIONS:

Knowledge of:

  • Principles and practices of civil engineering as applied to public works engineering.
  • Modern methods and techniques used in the design and construction of a wide variety of public works projects.
  • City's land survey standards and permit requirements.
  • Construction sites and materials.
  • Municipal budget preparation.
  • Principles of supervision, training and performance evaluation.
  • Modern office methods and procedures.
  • City, federal, state and government agency laws and regulations applicable to primary job functions.

EXPERIENCE AND EDUCATION:

Any combination equivalent to experience and education that could likely provide the required knowledge, skill and ability is qualifying. A typical way to obtain the knowledge, skill and abilities would be:

  • Four (4) years of increasingly responsible civil engineering experience.
  • Prior experience related to the project management of water resources and/or wastewater/groundwater related capital improvement projects in a municipal agency setting is desirable.  Those lacking this experience are still encouraged to apply as training will be provided.  
  • Graduation from an accredited college or university with a BS degree in civil engineering.


SPECIAL REQUIREMENTS:

  • Possession of a valid Certificate of Registration as a Professional Civil Engineer in the State of California.
  • Possession of or ability to obtain a valid California Driver's License may be required.

PHYSICAL STANDARDS:

Positions in this class are typically situated in a standard office environment resulting in little exposure to the weather and requiring no unusual physical abilities.
