The Public Works Department is a dynamic organization that readily adapts to the needs of the Torrance Community in providing quality and reliable service to the public. The department is made up of over 200 employees within five distinct divisions who provide service to our residents, businesses, and other City departments to improve and maintain the City's streets, sidewalks, landscaping, traffic, sewers, and water systems.

The Division
The Streetscape Division is responsible for the maintenance and sustainability of the City's urban forest which includes all trees in the public right of way. The division is also responsible for the landscape maintenance and improvements on city medians and parkways. This division prides itself on its dedication to serving our community.

The Position
The Landscape Manager / City Arborist reports directly to the Deputy Public Works Director - Operations. The manager is responsible for a staff of 40 and a division budget of approximately $4 million with two supervisors reporting directly to this position. The position manages the operations of the Streetscape Division, which includes oversight of the maintenance and landscape of the trees and shrubs in the public right-of-way, and requires extensive professional knowledge in the care of trees and shrubs including types and uses of pesticides.

Monthly Salary Range
Minimum $11,012 - Reference $13,214 - Maximum $15,196
Appointments are typically made between the minimum and the reference point of the range, depending on qualifications.

Education and Experience
Any combination of education and experience that provides the required knowledge, skills and abilities is qualifying. A typical way of obtaining the necessary knowledge, skills, and abilities is:

An Associate's degree with a concentration in landscape architecture, horticulture or other job related field and seven (7) years of progressively responsible public works experience, which includes at least two (2) years of management or supervisory experience.

Note: Education or experience may be used as a primary qualifier.

License and/or Certificate

  • Must possess and maintain an appropriate valid California driver's license.
  • Must possess and maintain an International Society of Arboriculture (lSA) Certified Arborist credential and California Department of Pesticide Regulation Qualified Applicator Certificate (QAC).

Certification by the lnternational Society of Arboriculture (lSA) as a Certified Arborist -Municipal Specialist and California Department of Pesticide Regulation Agriculture Pest Control Advisor License is desirable.
