Salary: $46.83 - $77.74 (Hourly Wage)

This is highly responsible, professional and administrative work in directing the activities of the Public Service Department which includes the Utilities and Public Works divisions. The major emphasis of work is on overall administrative planning and coordination requiring the exercise of management skills, discretion and sound independent judgment in decision making.

In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.

ESSENTIAL JOB DUTIES

The following duties are normal for this position.

  • Plans, supervises and coordinates the activities of the department in accordance with the policy direction of the Village Manager and governing state and local statutes pertaining to these activities.
  • Oversees the development, implementation, and monitoring of the department's capital and/or operating budgets and ensures the fiscal efficiency and effectiveness of the budgets.
  • Ensures compliance with appropriate federal, state and local statutes, codes, ordinances and regulations.
  • Directs activities of department managers and staff; providing leadership, coaching and performance feedback as necessary.
  • Maintains an appropriate staffing level and cross-trains employees to ensure the efficient, continuous function of the department.
  • Prepares a succession plan for key positions and implements training and mentoring to support staff development.
  • Coordinates and collaborates with other departments on programs/projects to minimize cost and ensure quality outcomes.
  • Conducts and attends meetings/conferences to maintain the highest level of department performance.
  • Analyzes adopted Operating and Capital Improvement Plan budget throughout the fiscal year for cost efficiency and effectiveness.
  • Represents the Village on regional committees and working groups.
  • Meets with Village Manager and elected officials regarding strategic issues and projects.
  • Performs Public Service Department administrative duties including the preparation of personnel actions as well as personnel recruitment, hiring and disciplinary actions.
  • Reviews the Village Code and Ordinances, relevant to Public Works and Utilities, and suggests/implements revisions, as appropriate.
  • Prepares agenda items, attends and makes presentations at Village Council and other board meetings.
  • Develops programs, goals, budgets, training and safety courses for each of the various activities of the department.

Requirements

MINIMUM QUALIFICATIONS

  • Graduation from an accredited college or university with a bachelor’s degree in Civil Engineering, Environmental Engineering, Public or Business Administration or equivalent combination of education and related experience in areas relating to utility or municipal management.
  • Demonstrated management success with at least five (5) years of supervisory or management in a position with fiscal, operational and strategic responsibilities in a related field.
  • Registration as a Professional Engineer in the State of Florida preferred.
  • Experience in a relevant management level position for a government entity preferred.

KNOWLEDGE, SKILLS AND ABILITIES

  • Extensive knowledge of the use of modern techniques, methods, procedures, principles and practices of all phases of Public Works and Utilities.
  • Thorough knowledge of the use of all types of engineering tools, equipment, instruments, materials and supplies.
  • Thorough knowledge of the principles and practices of finance and business administration.
  • Ability to exercise leadership in a team-based environment.
  • Proven skills in personnel and financial management and policy development.
  • Skill in analyzing and evaluating information and in expressing ideas clearly.
  • Skills in the use of computer programs relating to civil engineering applications.
  • Ability to express oneself clearly and concisely, orally and in writing.
  • Ability to work both alone and with others.
  • Ability to supervise employees in the implementation of various programs.
  • Ability to encourage and foster customer service, employee development and empowerment.
  • Ability to plan, direct, supervise, coordinate, organize and inspect engineering plans, programs and activities.
  • Ability to develop, prepare and present long range plans and programs relating to the area of responsibility.
  • Ability to address civic organizations or other public or private groups on subjects relative to public works, water, wastewater and solid waste programs and projects.
  • Ability to establish and maintain effective working relationships with others and to organize and effectively present oral and written reports, findings and recommendations.
  • Ability to prepare written technical reports, estimates, construction and cost records
