Salary: $82,499.00 - $108,563.00 Annually Plus full benefits package

The Capital & Development Division of the Public Works Department is seeking a highly-skilled construction professional for our construction management team. This team is responsible for providing construction management of public capital improvement projects including streets, stormwater, sanitary sewer, water and broadband utilities. Strong customer service skills and working closely with our project team as well as our utility engineering and operations staff is key to success in this position.

Successful Candidates Will Have

Inspection Experience:
The ideal candidate for this position will have a strong background in capital civil construction inspection. They will be self-motivated and will be able to make sound decisions under pressure. They will be familiar with ODOT Standard Specifications, Clean Water Services (CWS) Standards, and City of Hillsboro Design and Construction Standards. The candidate will have strong written and verbal communication skills as they will be communicating daily with contractors, engineers, co-workers, and various members of the public. Ideal candidates will be familiar with the installation and inspection of Fiber Optic or similar utilities.

Project Management:
This position will assist the Construction Manager with coordination on large capital projects as well as providing complete construction management on smaller projects. They will have a working knowledge of how to deliver a capital construction project on time and within budget. They will be thorough with project documentation, plan review, and payment documentation. The documentation review and preparation will include submittal approval, contract special provisions, change orders, invoices, and bids.

General Statement of Duties

The principal function of an employee in this class is to perform coordinative and/or supervisory level activities in support of engineering analysis, development and mapping. Responsibilities include overseeing day-to-day mapping, development review, permitting, and related operations and activities; managing capital projects; conducting engineering analysis studies; participating in the development of unit goals, objectives and procedures; resolving complex issues with either citizens, contractors and consultants; and, overseeing regulatory compliance. Incumbents may supervise other engineering technician staff including conducting performance evaluations, coordinating training; and implementing hiring, discipline and termination procedures.

Core areas of responsibilities:

As assigned, supervises or leads staff which may include: prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.


Coordinates communication and provides project management of construction project design, review and project implementation. Serves as a technical liaison providing information to internal and external customers and resources. Schedules, monitors and facilitates project completion ensuring compliance with established standards and regulations.


Oversees permitting processes. Coordinates and tracks the processing of development permit applications; reviews plans, researches permit issues, provides calculation and collection of permit fees and system development charges. Assures compliance and approvals are obtained prior to the issuance of permits.


Performs and/or coordinates land use and applicant project submittal reviews. Prepares official review documents; oversees and/or implements GIS mapping processes.


Evaluates, implements and maintains systems and standards required for mapping, permitting, and plan review. Provides recommendations and implements solutions.


Reviews design plans, specifications, utility installations, as-built records and other engineering documents to ensure compliance with established standards, ordinances and laws. Initiates actions for corrections and improvements as required.


Updates and maintains department Webpage content, project status and/or performance reports.


Assist with special projects which may include: developing scope of work, design and methodology for master plans; coordinating and tracking plan review processes and permitting for major engineering projects; and coordinating service delivery studies


Performs other duties of a similar nature and level as assigned.

Acceptable Experience and Training
Bachelor's degree in Civil Engineering, Construction Management, Project Management or a closely related field and 2 years of experience in assigned area of responsibility, including 1 year of lead or supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Preferred Licensing/Certifications
Oregon Department of Transportation General Inspector
APWA Certified Public Infrastructure Inspector, Flagger / Traffic Control Supervisor.
Possession of a valid State Driver’s License and safe driving record.
