Description

The Public Works Department is a dynamic organization that readily adapts to the needs of the Torrance Community in providing quality and reliable service to the public. The Department is made up of over 200 employees within five distinct divisions who provide service to our residents, businesses, and other City departments to improve and maintain the City's streets, sidewalks, landscaping, traffic, sewers, waste collection, and water systems.

The Engineering Division is responsible for the development and implementation of several and various infrastructure projects included in the City's multi-year Capital Improvement Program (CIP). Our purpose is to maintain and/or rehabilitate the City's infrastructure which includes: roadways and bridges; traffic signals; storm drains, channels and retention basins; sanitary sewer and water system facilities; water reservoirs and pump stations. Our duties include: planning and budgeting for new projects; securing outside (i.e. federal, state, grant) funding; engineering design, administration of public bidding; and construction management of each project. The Division also provides engineering support to other Divisions of the Public Works Department and to other City Departments.

The Position
The Assistant Engineer will perform engineering functions related to the planning, development and implementation of public works and traffic projects.

This position will perform a range of professional office and field engineering work in the design and construction of public works facilities such as streets, traffic signals/devices, sewer facilities, storm drains, and water systems.

Education and Experience
Any combination of education and experience that would have provided the required knowledge and skills is qualifying.  A typical way to obtain the knowledge and skills would be:
 
Graduation from a college or university with a Bachelor's degree in civil engineering and one to two years of professional engineering office experience; OR possession of a valid Engineer-in-Training certificate and four years of responsible engineering experience.
 
(Experience or training in CAD applications for computers is desired.)
 
License and/or Certificates
Must possess and maintain an appropriate, valid California State driver license.

A valid certificate of registration issued by the California State Board of Registration for Civil and Professional Engineers is desirable.

Ideal Candidate
In addition to the above requirements, the most successful candidate will possess the following:

  • A valid certificate of registration issued by the California State Board of Registration for Civil and Professional Engineers;
  • Knowledge of civil engineering principles;
  • Strong organizational skills and self-motivation;
  • Knowledge of Microsoft Suite and Auto CAD;
  • Ability to develop and maintain positive working relationships with management, staff, the public, contractors, utility companies, and public agencies; and
  • Effective oral, written, and interpersonal communication skills.
