The thriving City of Greensboro, NC, seeks a personable, goal-oriented professional to serve as its first Solid Waste and Recycling Director (SW&R Director). Responsible for the leadership and strategic direction for Greensboro's residential and commercial waste collection and recycling services, this Director will join a well-recognized municipality that is a leader in Solid Waste Management.

The ideal candidate for Greensboro’s Solid Waste and Recycling Director is:
• experienced in Solid Waste and Recycling Services, equipment, operations, and personnel, as well as management of a landfill, transfer station operations, and street cleaning services within a community similar in size to Greensboro and knows NC regulations for solid waste collections and disposal;

Greensboro’s Solid Waste and Recycling Director has the great opportunity to strategically lead the department and its dedicated, accountable, reliable, and dependable staff through a season of reorganization. The Director will utilize impeccable communication skills to define and clarify staff roles and responsibilities while uniting the team around the benefits of the restructuring – to improve the efficiency and effectiveness of staff and service delivery, support a more intuitive service delivery model, and position staff for more significant career advancement opportunities.

About the Organization, Department and Position:
Greensboro is governed by a City Council utilizing a council/manager form of government consisting of a Mayor and eight Council members. The City’s FY 2023-2024 adopted budget of $751M supports over 3,400 employees working across 23 departments.

The City of Greensboro's Solid Waste and Recycling Department provides various services to Greensboro residents, including trash, recycling, yard waste, leaf, bulk, and litter collection services, transfer station and White Street Landfill, and street sweeping. Greensboro's Solid Waste management provides an environmentally safe location to dispose of solid waste debris and recyclables generated within the county. The department operates services across three main sites: office and equipment facilities, the White Street Landfill, and the transfer station. 

Reporting to the Deputy City Manager, the SW&R Director oversees service delivery of a department with two divisions, 204 (184 FT/the rest are seasonal) staff, and a budget of $29M. The department's Solid Waste Disposal and Solid Waste Collections divisions are each led by a Division Manager. The SW&R Director has the depth and breadth to oversee developing and managing the department's annual budget, ensuring compliance and accountability with city financial policies and procedures.

The SW&R Director must ensure the department’s full compliance with applicable NC solid waste and recycling regulations. As the SW&R Director immerses themselves in understanding the department and community, they will strategically refine its internal and external communication policies and guidelines to support more transparent relationships between staff, other departments, and the community.

Qualifications:
A bachelor's degree with ten years of progressive experience in landfill and solid waste operations management or an equivalent combination of education and experience is required. SWANA certification is preferred.

Salary and Benefits: The salary range for this position is $120,786 - $216,143. Beginning salary will be commensurate with experience. The City offers a highly competitive benefits package. There is a residency requirement to live within thirty miles of the city limits of Greensboro or move within these boundaries within 12 months of appointment to the position. Relocation expenses will be provided if applicable.
