Salary: $179,124 - $217,728

Reporting to the Public Works Director, the City Engineer has responsibility over key programs within the City’s Engineering Division, including project development and construction inspection; overseeing the planning, design, and construction of capital projects; establishing and directing the implementation and administration of Citywide policies and programs related to engineering initiatives and administration throughout the City; and ensuring compliance with engineering design and construction standards. This position prepares and presents reports for the City Council and other boards, commissions, and committees, manages and oversees the division and CIP budgets, and supervises assigned personnel. Other functions include the development and management of requests for proposals for professional and/or contracted service and serving as liaison for assigned functions with other City departments, outside developers and contractors, and other agencies. 

Key projects that the City Engineer will be involved in include the Mulford-Marina Branch Library renovation, the development of the East Bay Greenway Multimodal (along San Leandro Boulevard and E. 14th Street), the Crosstown Corridor Multimodal (along Bancroft Avenue and Williams Street), the Shoreline Development, and the Bay Fair Transit Oriented Development.

Ideal Candidate

The City Engineer will be an adept communicator who is comfortable presenting to various audiences and excels at the management of multiple projects simultaneously.

Education and Experience Guidelines: Any combination equivalent to experience and education that would most likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be five years of increasingly responsible professional civil engineering experience, including three years in a management or supervisory capacity and the equivalent to a bachelor’s degree from an accredited college or university with major coursework in civil, traffic, and/or structural engineering, construction management, or a related field. Possession of a valid Certificate of Registration as a Professional Civil Engineer in the State of California is required and must be maintained throughout employment.

Compensation and Benefits

The annual salary is $179,124 - $217,728. Placement within this range is dependent upon the education, experience, and qualifications of the successful candidates.

In addition, the City offers the following excellent benefits:

* Flexible schedule and Telework option - allows for a 9/80 work schedule and work from home for up to two days per week.

* Retirement – CalPERS Defined Benefit Pension: 2% @ 55 for Classic employees; 2% @ 62 for new members (PEPRA employees). Classic members pay the full 7% employee contribution and new PEPRA members pay the full employee contribution which is currently 6.75%.

* Social Security - City participates in Social Security with a 6.2% contribution from the employee and employer.

* Deferred Compensation: City will match employee contribution up to 2% of base salary.

* Medical Plan – CalPERS Health with a choice of health insurance plans and monthly City contribution up to $2,262.42. Generous in-lieu payment to employees who show proof of group health insurance coverage.

* Dental Plan – up to $147.38 monthly City contribution.

* Life Insurance – $50,000 City-paid policy with option to purchase additional coverage.

* Long-term Disability Insurance – 66.67% of monthly base earnings up to $6,000/mo.

* Retiree Medical & Dental – available after vesting period.

* Paid Leave and Holidays – Vacation Leave accrues at a rate commensurate with total years of public sector experience in the field. Sick Leave accrues at 12 days per year with accrual cap of 2,400 hours (300 days). There are 14 paid holidays per year, plus one floating holiday.

* Administrative Leave – 80 hours per year. Pro-rated if hired after July. No carryover.
