Description

Director of Public Works and Utilities – Village of Belleville, Wisconsin (pop. 2491). Located in both Dane and Green Counties, Belleville is primarily a residential community encompassing approximately 1.78 square miles. Belleville is a rural community with a traditional downtown which is home to the Sugar River and Lake Belle View with the community park prominently in the center of the community. Belleville is a growing community with several new residential developments and commercial activity.

Belleville is a Village which includes a staff of 19 full-time and 13 part-time employees. There are currently four full-time public works employees and summer seasonals. The Village currently has approximately 13 miles of roadway not including two state highways, sewage treatment plant with 1300 sanitary sewer customers, three municipal wells with one 300,000-gallon storage tank and various stormwater infrastructure including a municipal dam.

The Public Works and Utilities Director is a direct report to the Village Administrator. The Director is considered a “working” director as they are expected to perform tasks in the field as well as be an active participant in snow removal and utility operations. The Director is responsible for all day-to-day operations and supervision of all public works and parks department field staff and projects. Experience in sanitary sewer, municipal water, stormwater, and transportation services such as road construction and maintenance are necessary. Candidates should also have an equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities, as outlined below: 

  • Associate degree in civil or environmental engineering, construction management or other closely related field.
  • Training and experience in stormwater operations.
  • CDL- B or the ability to obtain one in 12 months.
  • At least five years of experience in public works or in a related field with three years supervisory experience. Some government experience preferred but not required.
  • Operation of sewage treatment facility
  • Municipal water system operations
  • Construction and maintenance of roadways, bridges, sewer, and water facilities.
  • Manage contracted engineering and other professional services.
  • Keep accurate reports and records of operations and projects.
  • Perform various related tasks such as carpentry, masonry, and other maintenance activities.

The salary range is $71,000 -$82,500 DOQ. The Village offers a competitive full benefit package including the Wisconsin Retirement System and a Health Insurance plan.
