To direct, manage, supervise and coordinate the activities and operations of the Park Division within the Community Services Department including the maintenance of parks and athletic fields, cemetery, medians and rights-of-way; to exercise supervision over the Parks Division staff; and to provide responsible administrative support to the Community Services Director.
General supervision is provided by the Director of Community Services. Responsible for supervision of all Parks Division employees.
EXAMPLES OF DUTIES
Manage, direct and organize park activities including the maintenance and landscaping of parks, playground safety, irrigation efficiency, City buildings, library grounds, athletic fields, cemetery and medians; make periodic inspections of park facilities and maintenance equipment to ensure employee and public safety. Help administer public support programs.
Manage and participate in the development and administration of the Parks Division annual budget; direct the forecast of additional funds needed for staffing, equipment, materials and supplies; direct the monitoring of and approve expenditures; implement adjustments as necessary.
Prepare equipment specifications for the purchase of new equipment; prepare cost estimates for proposed projects; review and recommend bids; prepare related contract documents and approve contractor payments and change orders.
Manage and participate in the development and implementation of goals, objectives, policies and priorities for parks maintenance and related programs; recommend, within departmental policy, appropriate service and staffing levels; recommend and administer policies and procedures.
Select, train, motivate and evaluate Parks Division personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures; instruct and monitor the work of contractors.
Evaluate attendance, safety compliance, equipment maintenance, work quality and productivity; make recommendations for the distribution of program awards.
Planning, directing, coordinating and reviewing work plans for the Parks Division; meet with staff to identify and resolve problems; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures.
Respond to and resolve difficult and sensitive citizen inquiries and complaints; recommend appropriate action to resolve complaints.
Provide responsible staff assistance to the Community Services Director; prepare and present staff reports and other necessary correspondence; write grants and other award applications.
OTHER JOB RELATED DUTIES
Serve as liaison for the Parks Division with other City departments, divisions and outside agencies; negotiate and resolve significant and controversial issues.
Participate in variety of special projects, investigations and operational studies within the Parks and Recreation Divisions; recommend modifications to parks maintenance programs, policies and procedures as appropriate.
Provide support to a variety of boards and commission; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of park maintenance development and horticulture.

Experience and Training Guidelines:
Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:
Five years of professional experience in park management including park maintenance and horticulture.
Two years of supervisory or administrative responsibility.
Bachelor's degree from an accredited college or university with major coursework in park administration, horticulture, landscape architecture or other related field is preferred.
License or Certificate:
Possession of a valid Class C Texas driver's license is required
Texas Nursery and Landscape Association Certification preferred.
State of Texas Structural Pest Control Certified Application License or Texas Department of Agriculture Pesticide Applicator License preferred.
Professional Turf Manager certification from the Texas Turfgrass Association preferred.
State of Texas Irrigator License preferred.
Playground Inspection Certification preferred.
