The Town of Holly Springs is seeking a Reclaimed Water Coordinator for the Utilities & Infrastructure department. This position is responsible for overseeing the generation, quality analysis, and approved uses of reclaimed water to provide for public safety, health and welfare.

SUPERVISORY RELATIONSHIPS
Reports to the assigned Utilities Manager – Environmental Compliance. Works under the scope of general policies, procedures and objectives and is carried out in accordance with standard practices, instructions or previous training. Incumbent has no supervisory responsibilities.

ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
1.    Serves as Operator in Responsible Charge (ORC) of all permitted reclaimed water systems/pipes.
2.    Responsible for communication with all reclaimed water users and code enforcement personnel to ensure proper usage.
3.    Coordinates with UCWRF to ensure reclaimed water operation and distribution operations.
4.    Shares on-call responsibilities with other reclaimed water and distribution personnel.  
5.    Conducts daily irrigation site inspections.
6.    Assists with new commercial and residential customers.
7.    Collects and conducts point of Use (POU) reclaimed water compliance samples on a monthly basi in accordance with EPA guidelines.  
8.    Coordinates with contractors to analyze samples for new construction line. Issues reports and billing for these samples.
9.    Responds to reclaimed water system leaks or issues, documents, and reports spills to DEQ
10.    Monitors quality of water to ensure that reclaimed water is safe and reliable for irrigation.
11.    Prints and reviews monthly NDRM report, sends to Manager for final review. Signs final report for submittal to DEQ.
12.    Manages the training and implementation of our bulk water program.
13.    Inputs data involving inspection, sampling, and water quality analyses.
14.    Responds to calls from residents and contractors; answers questions and takes action per established procedure.
15.    Attends professional meetings relating to Reclaimed water, establishes networking with other utilities, and attends Holly Springs related public outreach events.
16.     On call to provide assistance in case of emergency situations, such as hurricanes.
17.    Other duties as assigned to assist with laboratory, fats oils and grease, or pretreatment

KNOWLEDGE SKILLS AND ABILITIES
•    Knowledge of all phases of utilities and infrastructure maintenance activities, heavy emphasis on area of assigned responsibility.
•    Working knowledge of environmental and regulatory requirements related to the work.
•    Knowledge of Federal, State, County, and Local regulations as they relate to water systems; knowledge of the maintenance, repair and installation of equipment in water distribution system.
•    Knowledge of the chemical and physical processes involved in the reclamation of water.
•    General knowledges of laboratory operations and water testing.
•    Ability to take liquid and solid samples and perform routine laboratory tests.
•    Knowledge of care and use of equipment and tools utilized in the performance of division functions.
•    Knowledge of safety precautions and potential hazards encountered in maintenance activities.
•    Knowledge of the Town’s, Department’s, and Division’s operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
•    Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues.
•    Ability to research and analyze detailed information and make appropriate recommendations.
•    Ability to plan, develop, implement, and evaluate projects and programs.
•    Ability to develop, interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department specific documents.
•    Knowledge of administrative policies and procedures of the Town.
•    Ability to establish and maintain accurate records of assigned activities and operations.
•    Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.

MINIMUM REQUIRED QUALIFICATIONS
•    High school diploma or equivalent.
•    Completed coursework from an accredited college or technical school in surface irrigation, biology, environmental studies or related field.
•    Two (2) years of work experience in science-related fieldwork, biology or related field.

PREFERRED QUALIFICATIONS
•    Four year degree in an environmental related field.
•    Two years of customer service related experience.
•    Wastewater Operational experience and certification

OTHER REQUIREMENTS
•    Surface Irrigation Certification
•    Wastewater Operators Certification required within timeframe specified by Town.
