Description

Plans, develops, administers and coordinates the staff and operation of City-wide integrated solid waste collection and recycling programs and services, including business and dispatch operations, of the Resource Recovery and Recycling Division. Supervises, assigns and reviews the work of administrative, supervisory and various support staff.

Knowledge of:

Principles and practices of integrated solid waste management, including resource recovery and recycling programs.
Solid waste technology, including technologies relating to automated waste collection, recycling collection and bulky item collection.
Disposal and collection vehicles and equipment.
Dispatch operations and communication.
Project and program development and implementation.
Applicable federal, state and local laws and regulations.
Principles and practices of research, analysis and reporting.
Budget administration.
Principles, practices and techniques of supervision and training.
Management and leadership principles.
Effective customer service techniques.

Ability to:

Select, train, supervise and evaluate staff.
Develop and implement innovative programs and projects.
Perform complex analytical, statistical and financial analyses and research.
Prepare clear, concise and comprehensive written and oral reports and recommendations.
Analyze problems and develop sound solutions.
Communicate effectively, both orally and in writing.
Organize, manage and prioritize multiple programs and assignments.
Interpret, apply and communicate laws, regulations, policies and procedures.
Make oral presentations.

Education, Training and Experience:

Graduation from an accredited college or university with a Bachelor's degree in Business or Public Administration, Environmental Science or a closely related field.

Five years of recent, paid and progressively responsible work experience in solid waste collection and recycling operations which has included administrative, budgetary and customer service responsibilities. At least two years of the recent, paid work experience must have included supervisory responsibilities.
