Salary: $63,100.00 - $78,880.00 Annually

Supervises the Streets and Sewers Section of Public Works.  Duties are performed under general supervision and are subject to review by the Superintendent of Streets & Sewers and the Director of Public Works.  Ensures that work is performed safely, efficiently and in a timely manner. 

Oversees crews who maintain and repair streets, sewers, and non-electrical traffic control systems.  Supervises all classifications of workers who perform both general and seasonal maintenance, installation of streets, sewers, signs, snow removal, and traffic line painting.  In addition, the Assistant Superintendent may from time to time supervise, direct and schedule Solid Waste crews who perform a wide variety of solid waste related work including collection of garbage, bulk waste, leaves, and recyclable products, and providing street sweeping, weed mowing and unpaved alley maintenance.   Most employees in these two sections work under a collective bargaining agreement. 

Participates in a weekly on call rotation with the other Superintendents in the Public Service Division.  On call duties include receiving, assessing, and assigning staff to after-hours emergencies that fall within the duties of Public Service Division.  In addition, this position assists or leads snow and ice control management on a rotating basis with the other superintendents. 

Has frequent contact with members of the general public responding to questions and helping to inform the public on matters within the Assistant Superintendent’s oversight.   Performs most of the Superintendent’s duties in his or her absence if assigned to do so.

 

Examples of Duties

  • Supervises, schedules, coordinates, and directs the work crews of Public Work’s Streets and Sewers Section, and on occasion the Solid Waste Section crews. Trains and coaches employees. 
  • Responsible for the safety of employees by providing or arranging for safety training, including the proper use of machinery and safety equipment. Verifies that safe work practices are employed. 
  • Ensures that work is performed efficiently and effectively. Communicates and coordinates with other members of the Public Works team such as superintendents and Director to develop long and short-term objectives.  Provides input for shaping policies for smooth and effective operations of the department. Tracks various measurements relating to work product and performance and recommends changes for improvements.  Verifies the quality of work through on-site field inspections. 
  • Leads and works in a spirit of cooperation among direct reports, peers and supervisors.  Disciplines employees in consultation with Human Resources, if appropriate. 
  • Responds to requests for information from other employees, divisions, departments, administration, elected officials and members of the public and external organizations as appropriate. 
  • Makes recommendations to Superintendents on general policies and budgeting. Budget related responsibilities may include researching items such as specific equipment for purchase.

Knowledge of:

  • Methods, equipment, and materials involved in Public Works operations, including proper safety precautions.
  • Principles of supervision, training and coaching in a collectively bargained work environment.
  • Computer spreadsheet, word processing, email and internet related to performance of the essential functions of the job.
  • Report preparation methods and techniques.  Basic mathematics including simple descriptive statistics.
  • Managing within a budget. A working understanding of budget preparation.

Skills in:

  • Communicating clearly, effectively and professionally both orally and in writing.
  • Organizing work, setting priorities, meeting critical deadlines and following up on assignments with minimum direction.

  • Document, track and interpret work performance measurements and make operational adjustments to ensure efficient and effective results.

  • Use schedulers/time and attendance systems, computer spreadsheets, word processing, email telephone and other computer programs as  related to performance of the essential functions of the job.
  • Compile and understand reports which use basic mathematics including simple descriptive statistics such as percentages.
  • Adjust their own work schedule as required to respond to emergencies and events such as leaf and bulk waste pickup, and snow storms.

Required Education/Experience: 

  • High school diploma or equivalent.  Position-related college courses or other post-high school training such as union apprenticeship preferred. 
  • 5-7 years’ experience in public works construction and/or operational areas, with supervisory duties assigned
  • At least 3 years’ supervisory experience, with a large span of control
  • Equivalent combination of education and experience may be accepted

Certificates and Licenses:    

  • Driver’s License – required 
  • Commercial Driver’s License (CDL) – helpful, but not required

  • Work is performed in a standard office environment and on a wide variety of construction and repair jobsites and in other field operations as snow removal or refuse collection.  The essential functions of this job require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull objects of light weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard.
  • Also requires the ability to travel to other locations in the supervision of work performed outdoors in all weather conditions and can include extreme weather conditions.  The ability to enter, exit and safely inspect large trucks and other machinery, provide visual inspection of work product, job sites and equipment, ability to traverse uneven ground, use steps, ladders, bend and stoop is required.
  •  Requires the ability to hear and verbally communicate to exchange information.  Also required is the ability to have good attendance during scheduled work hours and to maintain the flexibility to be available during emergency or high demand operations such as snow storms.
