Public Works Collection and Distribution & Parks Superintendent

REPORTS TO: Public Works Director SUPERVISORY RESPONSIBILITY: Yes
Salary Range: $73,362 - $106,375

SUMMARY: Under the direction of the Public Works Director, the Public Works Collection and Distribution & Parks Superintendent performs a variety of supervisory, administrative, skilled, and technical as well as maintenance work in the planning, construction, operation, repair, maintenance and replacement of the Towns collection and distribution system and parks, Responsible for Inspections of new infrastructure as well as Parks improvements and playground inspections. overseeing assigned projects and participate in work as needed. Responsible for daily work distribution, maintaining work schedules. Exercises close supervision to maintenance workers as well as to employees in the lead worker position and providing technical instruction to skilled and semi-skilled crews. Responsible for the Public Works Divisions related budgetary constraints and requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The following duties and responsibilities are not all inclusive. Other duties may be assigned.
 Coordinates all public works, collection and distribution system, parks, activities, including operations and maintenance. Advises public works director and other Town officials in matters relating to department activities.
 Plans, directs, coordinates and assigns work for the maintenance of water distribution and wastewater collection system. This includes all inspections in new subdivision including all applicable testing and disinfection.
 Suggests changes in working conditions and use of equipment to increase efficiency of work crew.
 Schedules daily activities and assigns personnel. Evaluates field problems and develops solutions to accomplish efficient completion of assigned tasks.
 Establishes and maintains records of the equipment, material personnel and time required to complete a project. Prepares reports concerning the job assignment and related activities.
 Provides input on personnel issues, including hiring and discipline. Responsible for employee performance appraisals. Review employee request regarding sick leave, vacations, overtime and compensatory time.
 Orders materials and supplies for projects. Maintains department's inventory.
 Renders prompt, efficient and courteous service to promote goodwill between the Town and the public.
 Responsible for equipment operation and maintenance.
 Develops and promotes adherence to appropriate safety rules, regulations and practices.
 Promotes teamwork and encourages an atmosphere that will stimulate and exchange of ideas, information and job experience within the department.
 Authorizes and reviews expenditures to assure budget compliance.
 Provides oversight of contractors performing maintenance and repair activities.
 Assists Department Head in preparation of annual Public Works budget.
 Ensures safety procedures taught to new hires and periodically reviewed with more senior staff.
 Ensures locates of the Towns infrastructure is completed in a timely manner required by the 811 call center.
 Supervises and coordinates the water departments monthly meter reading and maintains appropriate records.
 Assist with snow plowing operations and coordinates with public works Streets, open space, drainage and building Superintendent on manpower and work scheduling.
 Supervises, coordinates and directs the operations and maintenance of the Towns cemetery

KNOWLEDGE, SKILLS AND ABILITIES:

 Working knowledge of all Public Works policies and directives.
 Must be able to interact positively with public and contractors.
 Working knowledge of common hazards and safety precautions necessary for public works operation
 Ability to establish and maintain effective working relationships with employees, other agencies, and the general public.
 Knowledge of park maintenance, turf management and tree care.
 Pipeline maintenance in water and sewer
 Water quality management.
 Cross Connection Control management.
 Playground safety.

WORK ENVIRONMENT:

While performing the duties of this job, the employee is frequently exposed to outdoor weather conditions, including extreme heat and/or cold. The employee is occasionally exposed to wet or humid conditions; work near moving mechanical parts; fumes or airborne particles and toxic or caustic chemicals. The noise level in the work environment is usually moderate, but can be very loud at times.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to stand; walk; use hands to finger, handle, or feel; reach with hands and arms; climb or balance and stoop, kneel, crouch, or crawl. The employee must lift/carry up to 60 lbs. frequently and occasionally lift/carry over 100 lbs. Specific vision abilities required by this job include Close vision, Distance vision, Peripheral vision, Depth perception and Ability to adjust focus.

QUALIFICATION REQUIREMENTS:
 High school graduate or general education degree (GED).
 Five years of experience in Collection and Distribution/Parks maintenance or related field.
 Two year of experience as a supervisor or crew leader in a similar environment.
 Possess a class B Colorado operators (drivers) license with airbrake and tanker endorsements, or attainable within six-months from date of hire.
 First Aid and CPR, or attainable within six-months from date of hire.
 Certification 2 in Water Distribution, and Sewer Collection.
 Certification in playground safety, or attainable within one-year from date of hire.
 Arborist certification, or attainable within two years from date of hire.
