Olympia Fields, IL (population 4,654) The Village of Olympia Fields, Cook County, Illinois, has an opening for a full-time Public Works Director in the Department of Public Works. 

Village Overview

The Village of Olympia Fields founded in 1927, is approximately 40 minutes south of downtown Chicago along Interstate 57 and commuter rail lines. The Village serves a diverse, affluent population of 4,988 and is governed by a president and board of trustees. Day-to day operations are managed by the village administrator/chief of staff. The Village grew around the prestigious Olympia Fields Country Club, which was established in 1915. The world-renowned country club will play host to the upcoming BMW Championship in 2023. This safe, quiet, pastoral community boasts a distinctive, architecturally significant housing stock and a growing business and commercial corridor. The Village is also home to Arcadia Elementary School, a nationally recognized blue-ribbon school and Franciscan Health Olympia Fields hospital. This combination of amenities can’t be found in any place other than “Olympia Fields…Of Course.” 

Position Summary

The Public Works Director is a key management-level position that promotes innovation and directs all aspects of the Village’s Department of Public Works (DPW), which comprises water, sewer and roads. The Director will be responsible for the day-to-day operations and budget management of the DPW and will plan and administer all programs, functions, and activities of the DPW from an engineering and public works perspective. Additionally, the Director will provide leadership in alignment with the Village’s Three Guiding Principles: 1) preserving the beauty and nature of Olympia Fields; 2) improving the efficiency of government; and 3) protecting the Village’s property values. The successful candidate will be an energetic professional with demonstrated team-building and problem-solving skills and proven oral and written communication acumen. The position will report to the Village administrator/chief of staff and is a member of the executive team. 

Primary responsibilities include but are not limited to:

Project Management/Technical & Financial Management

  • In conjunction with the Village president, board of trustees, and executive team, the Director will be responsible for developing a DPW capital improvement strategy, which includes budgeting, planning, organization, and coordination of construction design and engineering, and project implementation
  • Demonstrates an ability to anticipate and design infrastructure that meets the Village’s current and future needs and leverage technologies, equipment, and leading industry standards to improve efficiency and service delivery
  • Manages the bid process and negotiates contracts for services
  • Provides information, technical assistance, and comprehensive project review to engineers, contractors, and developers to ensure construction plans and improvements conform to the Village’s Code of Ordinances, rules, and regulations
  • Regularly communicates project status and progress, informs all stakeholders about potential problems, and offers recommendations about alternative solutions to mitigate those problems
  • Manages emergency situations, including water main breaks, and keeps Village administration apprised of status and resolution of said emergencies

Essential Functions and Responsibilities

  • Plans and coordinates all programs and functions related to water, including issues related to the Sensus tower, the Village’s water towers, water treatment processes, water production and distribution, pumping and lift stations, wastewater and storm water collection systems, water resources and conservation, environmental compliance, and system operations and maintenance
  • Oversees the coordination of water usage with the Village’s Finance Department for residential and commercial utility billing purposes
  • Coordinates and manages all programs and functions related to street maintenance, facilities management, and fleet and equipment maintenance
  • Ensures that operations adhere to local ordinances as well as state and federal regulations and rules
  • Keeps abreast of current trends, policies, and procedures relevant to public works via training, membership in professional organizations pertinent to public works, and conference attendance
  • Manages snow and ice removal of Village streets, including salting, and oversees landscaping of the Village’s common public areas
  • Supervises a growing DPW staff of eight and is responsible for providing staff with opportunities for career growth via ongoing training and professional development opportunities
  • Performs probationary staff performance reviews and responsible for performing annual performance evaluations of all DPW staff. Makes recommendations for staff salary increases and promotions as well as disciplinary actions and participates in all DPW hiring and termination decisions
  • Works collaboratively with staff at all levels as well as elected and appointed officials
  • Possesses strong customer service skills and is responsive to resident needs and concerns

Education and Experience

  • Bachelor’s degree in engineering (civil or chemical preferred) and/or public administration—MBA preferred. An equivalent combination of college-level education and at least 10 years of relevant public works experience and training can be substituted for an undergraduate degree. Minimum of five years of municipal public works experience with at least three years of supervisory experience
  • Must have a Class C or higher water operator license/certification (ROIC) or able to obtain said license/certification within six months of hire
  • Must possess a valid driver’s license and CDL license
  • Must demonstrate strong analytical skills and able to multi-task
  • Must be proficient with SCADA and Sensus automation software, geographic information systems, asset management programs and Microsoft 365
  • Should have broad public works experience and ability to assume responsibility for the functionality of all aspects of the DPW

Work Environment

  • Must be able to work a varying schedule, including evenings and weekends, as needed, to address and resolve public works emergencies, such as power outages, water main breaks, and post-storm debris pick up
  • Regularly attends and makes presentations at board of trustees meetings and monthly staff meetings, and participates in other meetings (on- and off-site), as necessary

Physical Requirements

  • Substantial hours of standing, walking stooping, kneeling, squatting, climbing, pushing, and pulling in a variety of weather conditions (50–100%)
  • Ability to lift more than 10 pounds (0–100%) 

Salary & Benefits

The salary range for this full-time, exempt position is $95,000–$120,000. Our benefit package includes medical, dental, vision, life insurance, 457 plan(s), IMRF pension, continuing education and professional training opportunities, vacation, holidays, sick time, and personal days.
