THE POSITION: Under general supervision, the Environmental Services Coordinator will play a pivotal role in public outreach programs, ensuring regulatory compliance, and overseeing day-to-day management and implementation of specific projects including the City’s Solid Waste and Recycling Franchise Agreement. Collaboration is key as you coordinate with external agencies and organizations, facilitating seamless communication and teamwork. Your responsibilities will also encompass data management and reporting, showcasing your analytical skills and attention to detail.

  • Assists in evaluating feasibility, development, and implementation of environmental management programs relative to sustainability, recycling and waste reduction, energy efficiency, renewable energy, and stormwater quality in the Public Works Department.
  • Ensures compliance with City, State and Federal regulations regarding the City's solid waste, recycling, and organics recycling programs.
  • Provides assistance to implement, coordinate, and monitor solid waste management programs, such as residential and business recycling and related solid waste diversion efforts.
  • Assists with the oversight of the day-to-day responsibilities associated with managing the City's solid waste franchise agreement, including data collection and analysis, responding to service issues and complaints from residents and businesses and facilitating meetings.
  • Conducts waste audits and ensures compliance with federal, state and local regulations governing the City’s environmental programs.
  • Issues Notices of Violation, and letters to residents, property owners, tenants, and businesses when there are concerns about potential compliance with current solid waste management regulations including recycling; conducts re-inspections and follow-up investigations.
  • Plans, develops, and provides public education presentations on environmental issues; implements special events, recycling or efficiency programs and develops outreach and education materials for schools, the general public and City employees.
  • Communicates with business representatives, residents, and visitors regarding environmental issues including solid waste, recycling, and organics recycling programs as part of community education and outreach efforts.
  • Investigates, researches, prepares reports, and responds to complaints; responds to requests for information regarding environmental management programs, energy efficiency programs, or water efficiency programs.
  • Trains and advises City personnel regarding the enforcement of solid waste management ordinances and regulations and review, approval, and remains current in legislative developments, state legislation and local ordinances, trends, practices, and procedures related to the City's environmental management programs.
  • Administers the City’s Fats, Oils, and Grease (FOG) program, per the City’s ordinance and as mandated by the State Water Quality Board; initiates inspections and files reports with the Orange County Health Agency and appropriate agencies, as required.
  • Prepares grant applications, administers budget, and prepares performance reports, as required.
  • Tracks and maintains a variety of data, records, and prepared periodic reports, maintains work records and documentation. 
  • Perform other related duties as assigned.
 

EDUCATION & EXPERIENCE:  A typical way of obtaining the knowledge, skills and abilities outlined above is:

EDUCATION: Graduation from a four-year college or university with a bachelor’s degree in environmental studies, public or business administration, or a related field.
 
EXPERIENCE: Two (2) years of professional experience in researching, planning, or implementation of environmental management programs and/or compliance.

LICENSES, CERTIFICATES, & SPECIAL REQUIREMENTS
  • A valid Class C California driver’s license and the ability to maintain insurability under the City’s Vehicle Insurance Policy. 
  • Ability to work extended hours to attend meetings, conduct inspections, make presentations, and evaluate environmental compliance standards.
