SALARY

 

$9,703 – $10,921 Monthly

 

$116,441 – $131,055 Annually

 

Placement within the range is dependent upon qualifications and experience.

DEFINITION

 

Under administrative direction of the City Manager or designee, plans, organizes, manages, and directs the operations and activities of the Public Services Department, including streets and infrastructure maintenance, facilities operations, fleet services, and related public works functions. Provides highly responsible administrative support and ensures efficient, compliant, and community-focused service delivery.

 

SUPERVISION RECEIVED AND EXERCISED

 

? Receives general direction from the City Manager or designee

 

? Exercises direct and indirect supervision over supervisory, technical, maintenance, and support staff

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

 

 

Department Leadership & Administration

 

? Direct, manage, and oversee all Public Services Department operations and personnel

 

? Develop and implement departmental goals, policies, and procedures

 

? Prepare and administer operating and capital budgets

 

? Oversee procurement, contracts, and vendor performance

 

? Prepare staff reports and present to City Council and executive leadership

 

? Monitor performance metrics and ensure accountability

 

Maintenance & Operations

 

? Oversee maintenance of streets, sidewalks, drainage systems, City facilities, and fleet

 

? Implement preventive maintenance programs and service schedules

 

? Ensure compliance with Cal/OSHA, environmental, and safety regulations

 

? Coordinate capital projects and infrastructure improvements

 

? Manage fleet operations including maintenance, replacement planning, and utilization

 

? Lead emergency response related to infrastructure, facilities, and public hazards

 

?

Parks and Facilities

 

? Oversee Park grounds/landscaping maintenance

 

 

 

? Turf management; shrub bed maintenance.

 

 

 

? Tree care and pruning; fertilization

 

 

 

? Environmental weed and pest control program.

 

 

 

? Irrigation equipment management

 

Customer Service & Community Engagement

 

? Ensure responsive handling of public inquiries and service requests

 

? Promote a customer-focused culture across all divisions

 

? Develop outreach and public education related to City services and maintenance activities

 

Interagency Coordination

 

? Coordinate with internal departments and external agencies

 

? Representing the City in regional meetings, committees, and community forums

 

QUALIFICATIONS

 

Education

 

? Bachelor’s degree in Public Administration, Engineering, Construction Management, or a related field desirable

 

Experience

 

? Five (5) to seven (7) years of progressively responsible municipal operations or public works experience

 

? Three (3) years of supervisory or management experience

 

Certifications

 

? Valid California Class B Driver’s License

 

? Relevant certifications (e.g., APWA, ICMA) desirable

 

KNOWLEDGE AND ABILITIES

 

Knowledge of:

 

Municipal public works operations; maintenance practices for streets, facilities, and fleet; capital project coordination; budgeting and fiscal management; contract administration; public procurement; and applicable safety and regulatory requirements.

 

Ability to:

 

Lead and develop diverse teams; manage complex operations and competing priorities; analyze operational needs and implement effective solutions; communicate clearly with staff, residents, elected officials, and partner agencies; prepare reports and presentations; and respond effectively to emergencies and operational challenges.

 

WORKING CONDITIONS & PHYSICAL DEMANDS

 

? Office and field environment with exposure to outdoor conditions and hazards

 

? Ability to inspect sites, walk, stand, and operate equipment

 

? Availability for after-hours emergency response
