Salary: $41.01 - $61.51 Hourly

Seattle Public Utilities (SPU) is recruiting for an experienced, productive, detail-oriented Stormwater Permit Manager to join SPU’s Planning & Program Management Division. The successful candidate will play a key role in serving as a technical advisor in areas of source control, structural stormwater treatment, basin planning, stormwater system maintenance, and other water quality related expertise as well as oversee the City of Seattle’s compliance with the NPDES Phase I Municipal Stormwater Permit. This support helps lead development of policies related to water quality and stormwater within SPU’s line of business.

Job Responsibilities


Provide strategic leadership and support in the development and implementation of Seattle’s Phase I NPDES (National Pollutant Discharge Elimination System) Municipal Stormwater Permit. Responsibilties include:

• Interpret and communicate permit requirements.

• Lead and coordinate Seattle review and input during permit reissuance.

• Provide technical and program support in focus areas to improve permit compliance and environmental outcomes.

Provide strategic leadership and support in the development, implementation, and integration of other local, state, and national water quality and stormwater regulations including working with other jurisdictions, Ecology, and EPA. Examples of what type of activities this may include:

• Duwamish & East Waterway Source Control Programs

• Compliance with TMDLs

• Seattle Stormwater Code

• Tracking of emerging issues in stormwater and water quality regulations.

Qualifications


Experience: Five (5) years of experience in the strategic development and/or implementation of stormwater regulation and/or stormwater management programs for environmental benefits or a related field (Other combinations of education, training and experience will be evaluated on an individual basis for comparability).

Education: Bachelor's degree in environmental science, planning, policy, or related field or other combinations of education, training and experience will be evaluated on an individual basis for comparability.

License, Certification and Other Requirements:

  • Current State of Washington driver's License.

The Ideal Candidate Should Possess some or all the following qualities and competencies:

  • Excellent project management skills. Proven ability to manage/coordinate work of staff and consultants.
  • Excellent written and oral communication skills, including ability to effectively communicate with staff.
  • Knowledge and experience with stormwater planning for environmental benefits, preferably in a highly urban environment.
  • Proven ability to work with regulatory agencies to interpret regulations and negotiate activities/conditions to comply with regulatory requirements.
  • Proficient in using Windows based business software applications including Word, Excel, and SharePoint.
