The City of Stockton is seeking to fill a Solid Waste Manager position in the Public Works, Solid Waste and Recycling Division. The position manages a staff of solid waste professionals that is responsible for the administration of the City’s solid waste franchise agreement for the collection of residential and commercial waste, promotion of recycling and compliance with State mandates, development of programs and initiatives to address new regulations for organics, and much more. The Solid Waste Manager is the subject matter expert for the City and represents the City on various County and regional committees. The position requires the ability to manage the day-to-day solid waste needs of the City, while at the same time grasping the implications of regulatory, political and social change to plan for the future needs of the City.
The ideal candidate will be an exceptional leader who possesses: a thorough understanding of the current issues related to AB 939 legislation and regulations; extensive experience in recycling, waste management, and/or composting; demonstrated experience developing creative and alternative solutions to administrative, management, and fiscal challenges; ability to manage a complex project that includes the management of consultants, contractors, and the effective engagement of permitting agencies, contract administration and negotiation experience; experience discussing and explaining recycling and waste management plans, programs, and projects at community meetings including administrative, legislative, and public hearings; excellent interpersonal and communication skills with a proven ability to effectively manage supervisors, lead teams, and collaborate with multiple agencies and the public; and the ability to effectively maintain and cultivate a talented and motivated workforce through development and management of staff talent.
Possession of a Bachelor’s degree with major course work in environmental, business, or public administration, or a closely related field AND three (3) years of managerial experience in solid waste management.
