NATURE OF WORK:
This is a project management position responsible for coordinating, implementing, and monitoring maintenance and improvement projects. Work involves supervising and completing special projects, including coordinating schedules and resources with various contractors, field staff, and vendors; ensuring adherence to project budgets and timelines; and serving as the project manager for operational improvements and construction maintenance activities. The role requires strong organizational, analytical, and communication skills to effectively align project objectives with departmental priorities and City policies. This position oversees and supervises the night shift during the winter season, serving as the overnight Snow Commander responsible for coordinating plowing operations, monitoring conditions, and directing response activities. The incumbent also assists in managing the Mayor’s Summer Youth Employment Program (MSYEP) in collaboration with other Public Works divisions, providing guidance and work coordination. Additionally, this position may serve as Acting Public Services Supervisor during emergencies, special assignments, or supervisory absences.

ESSENTIAL FUNCTIONS (Specific assignment will include some or all of the following):

Serves as project manager for maintenance, construction, and operational projects completed by contractors or in-house staff, coordinating labor, materials, schedules, and documentation.
Oversees and inspects contractor and vendor work, ensuring quality, compliance with specifications, and adherence to timelines and budgets.
Prepares and reviews Requests for Proposals (RFPs), contracts, and bid documents in accordance with City procurement policies.
Reviews and approves invoices and payment requests from contractors and vendors.
Supports coordination of capital improvement projects and ensures alignment with City goals and budget priorities.
Reviews engineering drawings and private development plans for accuracy, constructability, and compliance with City standards.
Collaborates with Public Works divisions to support the Mayor’s Summer Youth Employment Program.
Assists with Motor Fuel Tax (MFT)–funded projects, ensuring eligible work, proper documentation, and state reporting compliance.
Leads or supports operational improvement initiatives, including data collection, performance reporting, and process optimization.
Utilizes Geographic Information Systems (GIS) and Computerized Maintenance Management Systems (CMMS) to plan, track, and report projects.
Monitors and maintains data related to vehicles, equipment, and safety training to ensure compliance with City and OSHA standards.
Manages inventory and procurement of materials and supplies for projects and operations.
Coordinates with Fleet Services to maintain department vehicles and equipment in a state of readiness.
Serves as overnight Snow Commander during winter operations, supervising staff, directing plowing, material use, and response coordination.
Responds to emergencies, incidents, and special events, providing field leadership and coordination of resources.
May serve as Acting Public Services Supervisor during emergencies, assignments, or absences.
Participates in departmental and citywide safety programs, including employee training and compliance.
Responds to 311 service requests, resident concerns, and aldermanic inquiries in a professional and timely manner.
Prepares and presents memos, reports, and updates to City Council, committees, and management on projects, budgets, and operational matters.
Performs other duties as assigned.

MINIMUM REQUIREMENTS OF WORK:

Must possess a high school diploma or GED
Must possess five (5) or more years of progressively responsible work experience in public works and project management.
Must possess three (3) or more years of supervisory experience with projects and staff.
Must possess a valid driver’s license and a safe driving record. Possession of a Class B Commercial Driver’s License is preferred. Must be willing and able to obtain a Class B Commercial Driver’s License within 6 months of employment and maintain it as a condition of employment.
Knowledge, skills, and abilities in the following areas:
Knowledge of public works maintenance, infrastructure management, and municipal project delivery, including planning, scheduling, estimating, and budgeting.
Understanding of construction methods, materials, and safety standards in compliance with OSHA and IDOL regulations.
Familiarity in drafting and reviewing Requests for Proposals (RFPs), contracts, and bid documents, ensuring compliance with City procurement policies and applicable laws.
Knowledge of snow and ice control operations, including route planning, material application, and equipment coordination.
Familiarity with Motor Fuel Tax fund requirements, eligible project types, and documentation for state reimbursement.
Knowledge of municipal budgeting, purchasing, and contract administration practices, including vendor oversight and cost tracking.
Proficiency with Computerized Maintenance Management Systems (CMMS), Geographic Information Systems (GIS), and Microsoft Office Suite for project coordination and data analysis.
Strong leadership, communication, and interpersonal skills for supervising staff, coordinating with multiple divisions, and responding to residents, contractors, and elected officials.
Skill in reading and interpreting engineering drawings, plans, and specifications, conducting inspections, and preparing reports and presentations.
Ability to plan, direct, and manage multiple projects and operational programs while ensuring compliance with City standards, codes, and policies.
Capacity to exercise independent judgment, resolve issues effectively, and make data-driven decisions in both routine and emergency situations.
Commitment to teamwork, accountability, customer service, and safety, with flexibility to respond to emergencies, after-hours events, and changing priorities.
Possess or be able to obtain National Incident Management System (NIMS) ICS 100, 200 300, 400, 700 & 800 Certification within 18 months of employment.

PHYSICAL REQUIREMENTS OF WORK:

Ability to exert up to 50 pounds of force occasionally, up to 20 pounds frequently, and up to 10 pounds of force constantly to move objects; ability to move heavy objects (100 pounds or more) short distances.
Ability to work outdoors in various weather conditions, such as extreme cold, high winds, rain, snow, sleet, high temperatures, humidity, and other uncomfortable conditions.
Ability to use all equipment and power tools required to perform assigned tasks efficiently.
Ability to focus on small and distant objects, recognize the depth of objects, lift, bend, kneel, sit, or stand for long periods of time, work in confined spaces, and work outdoors at night with limited lighting.
Ability to walk or navigate over rough, uneven, or rocky surfaces.
Ability to work around chemicals, asphalt products, concrete, vehicle or equipment fumes, gases, dust, and dirt while following safety guidelines.
Ability to work on job sites with elevated noise levels and vibrations.
Ability to perform administrative tasks for extended periods at a computer workstation.

SUPERVISION:
Work is performed under the general supervision of the Public Services Bureau Chief or designee. The employee exercises considerable independent judgment in carrying out duties within the policy, procedural, and budgetary guidelines established by the Public Works Agency Director. Assignments are typically general in nature and may be conveyed through verbal or written instructions that outline the desired outcomes. The employee determines the most appropriate methods, resources, and sequencing needed to achieve project goals and is responsible for ensuring all work is performed safely and in compliance with City work rules, policies, and OSHA regulations. Work is reviewed through direct observation, progress meetings, and feedback from supervisors and other departmental personnel. Performance is evaluated at least annually based on the quality, efficiency, and safety of work performed; adherence to established policies and procedures; and compliance with City standards and classification expectations. Additional evaluation criteria include quality of workmanship, timeliness of project completion, and the ability to deliver cost-effective and practical solutions to operational challenges.

PUBLIC CONTACT:
Employee has frequent contact with other City Departments and the public to respond to complaints about service or to report a need for service. The employee also has considerable contact with other departments’ staff and contractors to coordinate and schedule work. The employee may also have contact with part suppliers or vendors to order materials.
