The beautiful tree-lined City of New Carrollton is a residential community located in suburban Prince George's County, approximately eight miles from Washington, DC. We are currently seeking a highly-energized, analytical, vision-oriented strategic thinker who takes initiative to lead the Department of Public Works. New Carrollton has a diverse population of over 12,500 residents.  The City has approximately 85 employees and an $11 million-dollar budget for FY 2020.

 

The City of New Carrollton's Public Works Department is composed of four divisions; Administration, Infrastructure Maintenance, Sanitation, and Grounds Maintenance. The City of New Carrollton's Department of Public Works provides many of the basic services that affect the daily lives of the New Carrollton residents including street and storm drain maintenance, fleet management/maintenance (City vehicles), snow and ice control, back door refuse collection, litter patrol, landscaping, removal of fallen trees and the upkeep of our playgrounds and parks. The City also offers a Call-a-Bus service for elderly and disabled residents. 

We are currently seeking a highly-energized, analytical, vision-oriented strategic thinker who takes initiative to lead the Department of Public Works.  The Public Works Director is responsible for planning, organizing and directing all activities and functions of the Public Works Department.  The ideal candidate must have a collaborative style of leadership and the ability to foster a positive and inclusive work environment.  The selected individual must be a solution finder who can identify operational deficiencies, assess current practices, and create efficient and effective work processes where necessary.  Staying abreast of industry practices and trends, forecasting future departmental needs, and developing the department's annual budget is a vital part of this role.  The Public Works Director must be fiscally responsible and exude a high level of integrity at all times.  Developing and maintaining key internal and external relationships is a must.

 

The Public Works Director oversees a $4.1 million-dollar departmental budget and four divisions.  The Public Works department has a staff of approximately 35 employees.   

 

The Public Works Director is appointed and serves at the pleasure of the Mayor under a Strong Mayor form of government, but is supervised by the City Administrative Officer.  The position is considered essential in emergencies and is a member of the Executive Management Team.  The Public Works Director attends two evening City Council Workshop meetings a month. Council Legislative meeting(s) are attended upon request of the Mayor.

 

Previous experience working in a local government environment is preferred, but not required.  Prior experience in fleet management/maintenance and vehicle mechanics is desired.  Maintaining a flexible work schedule (days and evenings) to accommodate City Council meetings, special events and deadlines is a must.  A comprehensive benefits package is offered.  Starting salary is $99,609; however, salary commensurate with experience.

 

TYPICAL TASKS

Supervises and directs Public Works operations; monitors employee performance, conducts evaluations, and rewards and disciplines employees.

 

Develops and monitors department budget.

 

Reviews and updates policies and procedures.

 

Attends meetings and reports status of projects; receives feedback from others on department performance and needed projects.

 

Obtains bids and composes purchasing agreements and contracts to ensure the most economical purchases.

 

Coordinates schedules to ensure proper coverage for daily operations, special events, and emergency operations.

 

Responds to citizens' concerns and questions.

 

Networks with other Public Works officials.

 

Develops and maintains capital improvement plan for infrastructure (roads and buildings) and vehicles.

 

Oversees the repair and maintenance of all City vehicles including vehicles used by the Public Works Department, Administration Department and the Police Department. 

 

In consultation with the appropriate Department Head, recommends to the Mayor and Purchasing Agent the disposal and purchasing of all vehicles and equipment.

 

Performs related work as assigned

 

EDUCATION AND EXPERIENCE REQUIREMENTS

Bachelor's degree in business administration, public administration, civil, mechanical, or structural engineering, or any other related field is required. 

 

Must have a minimum of ten years of progressively responsible managerial experience in public works operations, administration, or related industry. 

 

PHYSICAL DEMANDS

Performs sedentary work that involves walking or standing some of the time and involves sustained keyboard operations.

 

SPECIAL CERTIFICATIONS AND LICENSES

Requires a Commercial Driver's License valid in the State of Maryland.
