Under policy direction of the Town Manager, the Public Works Director plans, organizes, directs and integrates the Town's public works and utilities activities and functions; provides expert professional assistance to Town management in areas of expertise including engineering, wastewater collection, geothermal, street maintenance, facilities management, project management, storm water and drainage, and fleet management.


The salary range for the Public Works Director is negotiable and dependent upon qualifications of the successful candidate with a hiring range of $84, 013 - $96,337 annually.

Position is open until filled.

Essential Duties

 

  • Through three division supervisors, manages the day-to-day operations of the Public Works Department; prepares a variety of periodic reports to reflect Departmental activities for the Town Manager and the Town Council; assists other departments; performs cooperative work with the County's Road and Bridge Department and contributes to effective Town operations.
  • Plans, organizes, directs and oversees the administration of public works within the town including all aspects of construction, maintenance and repair of streets, wastewater collection, geothermal distribution, drainage structures and related public ways; monitors, reviews and approves design and work of contractors;  updates and maintains standards for all street and signing projects;  acts on all requests for repair, including patching, crack sealing etc.; monitors conditions of street and storm drain system and establishes priorities.
  • Works with division supervisors to oversee personnel; implement department policy and rules; inform personnel of new procedures and policy changes;  conduct interviews, evaluate employee performance; discipline as necessary; organize and conduct department meetings;  provide guidance as to project specifications, deadlines, standards and methods of operations; coordinate department training with division supervisors to include OSHA and CIRSA trainings.
  • Plans, schedules and lays out work, and assigns employees; inspects work in progress to insure that workmanship conforms to specifications and that construction and maintenance schedules are adhered to;  investigates and resolves complaints;  oversees seasonal activities and projects such as snow removal; flood control.
  • Prepares budget and revenue estimates; prepares projections of needs related to personnel, equipment and materials; predicts growth on existing systems, analyzes costs; directs expenditures of department funds and keeping of department records; formulates and implements plans for maintenance and orderly development; equipment specifications; requisitions for the purchase of supplies and materials used in the construction, maintenance and repair of public works systems; ensures compliance with established fiscal guidelines and budgetary limitations; manages capital projects and adherence to the long term capital plan.
  • Ensures the hiring of staff capable of delivering services to maintain department operations by providing managerial leadership and supervision to subordinates; recommends selection of staff; provides training and evaluates subordinates performance; offers technical assistance to staff on more complex problems; oversees departmental personnel practices, reviews and approves disciplinary decisions of subordinates; provides staff development in areas of functional specialization.
  • Responds to emergency calls twenty-four hours a day; determines necessary personnel and materials needed to resolve problems; maintains daily records of all work performed, hours worked by individual employees and submits time records for departmental payroll; monitors overtime hours worked.
  • Performs related duties as required.

 

Qualifications

A minimum of a bachelor's degree is preferred. Relevant fields include, but are not limited to, public or business management. A minimum of seven (7) years of progressive management experience in public works or public utility operations. The Town may consider an equivalent combination of education and/or experience that can be applied to fulfill the position expectations.

Knowledge, Skills and Abilities

Considerable knowledge of current materials, equipment, procedures and practices employed in bridge, street, water and sewer construction, repair and maintenance; drawings and specifications; principles and techniques of sound management practices; safety standards related to road construction; hazards common to heavy equipment operation; equipment maintenance and repair;  legal liabilities associated with street construction, maintenance and personnel management;   civil engineering standards related to street construction and drainage;  right-of-way laws and ordinances;  budget development and fiscal management;  basic record keeping practices;  PC microcomputer and various MS applications. 
Working knowledge of effective personnel management and employer/employee relations.
Skill in the art of diplomacy and cooperative problem solving.
Ability to communicate effectively verbally and in writing;  plan, organize, and direct the affairs and operations of a division engaged in a variety of construction projects related to street systems; read and interpret engineering drawings and specifications;   visualize completed projects in planning stages and estimate the end results; estimate quantity of materials accurately; develop and maintain effective working relationships with elected officials, federal agencies, state agencies, local governments, subordinates, and the public.
