Ideal Candidate Profile:

  • Experience in the daily supervision and management of the public works maintenance and operations function; 
  • Has prepared or developed and implemented best management practices for operational plans for street right-of-way, stormwater and wastewater collection, park and building maintenance, and fleet; 
  • Hands-on experience using computerized maintenance management systems; 
  • Has actively participated and developed operation and maintenance budgets and weekly/monthly/quarterly/annual work schedules; 
  • Has the personal and supervisory skills to lead a multi-generational workforce. 

Desirable Qualifications:

  • Professional and management level public works experience with an agency or organization, preferably within a public sector agency
  • Ability to proactively stay current with new trends and technology in the public works field
  • Strong management and leadership skills
  • Exceptional verbal and written communications skills
  • Ability to work effectively independently and within a team environment

The selected candidate will work closely with the newly appointed Director of Public Works/City Engineer to recruit for key maintenance vacancies and lead the operations and maintenance divisions toward APWA accreditation.

To assist in the planning, directing, managing and overseeing of the activities and operations of the Public Works Department including street maintenance, park maintenance, building maintenance, fleet maintenance, wastewater and stormwater drainage systems maintenance; to manage and coordinate assigned activities with other departments and outside agencies; and perform related duties as required.

 

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  • Directs the activities of the department through project engineers, operations manager and maintenance supervisors; 
  • Assists with the planning and establishment of short-range and long-range goals and objectives for the department and specifically operations and maintenance activities; forecasts workload, budgetary needs, and staffing needs, and establishes interim goals and timelines to meet the goals and objectives; 
  • Assigns, trains, motivates, evaluates, and directs personnel to accomplish departmental goals and objectives; 
  • Participates in the development and administration of the Public Works department budget;
  • Assists in the development and execution of both short-range and long-range infrastructure maintenance and capital improvement needs; develops and directs implementation of a public works operations plan; 
  • Supervises and reviews the preparation of plans and specifications for a wide variety of Public Works improvements such as streets, storm drains, sewers, etc.; 
  • Supervises and administers the construction of Public Works improvement projects; coordinates departmental efforts with other City departments to ensure compatibility; assists in developing departmental standards; 
  • Performs independent professional studies of a technical nature leading to recommendations for action needed to solve specific maintenance problems; 
  • Supervises and participates in a variety of special studies related to Public Works improvement; 
  • Prepares applications for local, state, and federal funding programs; 
  • Performs responsible administrative duties associated with Public Works needs and objectives; 
  • Proposes policy or procedural changes and develops manuals, forms, or handbooks to implement;
  • Develops, awards, and administers contracts for Public Works construction projects; 
  • Receives and resolves difficult citizen complaints and/or difficult public relations problems; 
  • Coordinates Public Works Department activities with developers, contractors, consulting engineers and surveyors, utility companies, and representatives of other state, local, and regulatory agencies on various issues such as construction, solid waste, wastewater treatment and disposal, water quality, and operation of the Public Works yard, etc.; 
  • Represents Public Works Department at meetings of the City Council, Planning Commission and other governmental agencies and commissions; 
  • Assumes full responsibility for management of the Public Works Department in the Director’s absence; 
  • Leads the continued development and use of the department’s work order management system. Participates, leads and directs changes to the system for the continued improvement, increased effectiveness and efficiency department wide and improve customer experience; and
  • Performs related duties as assigned.

 

 

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

Equivalent to a Bachelor’s degree from an accredited college or university with major course work in civil engineering, business administration, public administration or a related field.

 

Experience:

Five (5) years of increasingly responsible and recent public works operations and maintenance experience, including two (2) years of management and administrative experience. 

Two (2) years of professional engineering experience is desirable.

 

License or Certificate:

Possession of a certificate of registration as a Professional Engineer is desirable. 

Possession of an appropriate, valid driver’s license.
