Oak Lodge Water Services (OLWS) provides drinking water, wastewater services and watershed protection to almost 30,000 citizen of the Oak Grove and Jennings Lodge areas through 9,100 customer connections and 200 miles of water and wastewater pipes. Our wastewater treatment plant treats approximately 1.5 billion gallons of wastewater every year. 
Salary: $105,435.20 - $142,584.00 Annually

The Oak Lodge Water Services Technical Services Department is looking for an Assistant District Engineer to join our team.  We are seeking candidates who enjoy leading a team and are ready to take a primary role in supervising our Technical Services Team.  Reporting to the Public Works Director/District Engineer, the Assistant District Engineer leads a team of six with diverse roles relating to engineering, planning, asset management, water quality and inspections. The role is responsible for the day-to-day supervision of staff, programs, activities, and functions related to the Technical Services Department  A successful candidate needs to possess a high level of technical expertise in order to establish procedures, manage high level capital projects, conduct staff training, reviews and responds to citizen concerns. Under the general direction of the Public Works Director/District Engineer, this position is responsible for providing assistance in planning, organizing, and directing the implementation of OLWS’s Capital Improvement Plan. This position oversees projects for wastewater, drinking water, and watershed protection programs at the District.  The Assistant Engineer assists with or oversees OLWS engineering and construction projects. Communicating with regulatory agencies, municipalities, other jurisdictions, citizens, consultants, contractors, and developers to resolve engineering issues is a key aspect of the position. 


Examples of Duties / Knowledge & Skills


  • Provides supervision for of all Technical Services Department programs, projects, and services to achieve established goals and objectives. Assists in developing and monitoring department budgets.
  • Provides assistance with the preparation, updating, and implementation of Wastewater, Drinking Water, Watershed Protection Capital Improvement Plans, including preparing project descriptions. Oversees professional service contracts for capital improvement projects and technical studies including determining project scope, schedules, consultant criteria and selection; administers consulting contracts.
  • Conducts and oversees procurements for professional services including preparation of Requests for Proposals, 
  • Manages the functions of the development review process.
  • Assists in the establishment, implementation, and enforcement of OLWS standards for construction and maintenance of facilities; hiring and managing consultants; and managing design and construction projects.
  • Provides engineering expertise to staff and other OLWS departments including establishing priorities, evaluating alternatives, and recommending courses of action. Responds to inquiries from the public on engineering related issues.
  • Assists in the preparation of Board reports and presentations to the Board of Directors, Budget Committee, other agencies, community groups, and others.
  • Assists with the Development of inclusive Capital Improvement Project descriptions and budgets together with justifications; controls project expenditures in accordance with adopted budgets.
  • Confers and coordinates OLWS activities with representatives of local, city, county, state, and federal agencies as required. 
  • Enforces OLWS ordinances, policies, and standards as applicable.
  • Develops and implements conscientious programs which will enhance good public relations and employee morale.
  • Performs other special tasks as assigned.



Minimum qualifications & Requirements



  • The typical way of obtaining the knowledge, skills and abilities needed to be successful in this position is with a Bachelor’s degree in Civil Engineering or related field, and 5 years related experience, including some supervisory experience; or, an equivalent combination of education and experience is also acceptable with priority given to those with supervisory experience.  
  • A bachelor’s degree from an accredited college or university in civil, or environmental engineering, environmental management, water/wastewater technology, or other allied field of study is required. 
  • At least five (5) years of experience in the following is preferred:
  1. Engineering planning, design, and construction oversight; 
  2. Engineering project management; or 
  3. Management of the operations and maintenance of a water distribution system, stormwater management program, wastewater collection system, medium-sized secondary wastewater treatment plant, or other similar facility. 
  • Must hold a driver’s license valid for operation of a motor vehicle in Oregon.
  • Must be a registered Professional Engineer in the State of Oregon or the ability to obtain registration in Oregon within 6 months of hire.
