Provides leadership, management, and supervision to all aspects of the Solid Waste Department including Collections, Engineering, Landfill, and Administrative Services. Responsible for all activities related to the management and oversight of the Solid Waste Department.

Salary: $92,518 - $120,556

Job Description:

Responsible for overall department direction and the effective implementation of short- and long-range planning, programs, goals, objectives of the Solid Waste Department, which includes: Collections (residential garbage, recycling, yard waste), Engineering, Landfill, Hazardous Waste, Landfill Gas Operations and Administrative Services. Ensures that adopted Board priorities and department strategic initiatives are accomplished in a timely and effective manner. Ensures that work programs, practices, procedures are developed and administered for improving the effectiveness of the Solid Waste programs and projects.
In coordination with the division managers, directs all programs, services of the department in accordance with applicable laws, regulations, rules, policies, procedures, and ethical standards. Develops legal policy issues for the department with the Office of the County Attorney.
Accountable for overall financial stability and cost containment of the department, through budget preparation, business planning, and staffing plans. Performs periodic cost and productivity analysis to ensure efficient and appropriate use of funding.
Makes presentations to the Board of County Commissioners, various citizen groups and the general public on county-wide Solid Waste related matters; directs the development of documentation to recommend and support Commission actions; serves as the spokesperson for Solid Waste advocating the County’s mission, vision, and values; serves as the liaison to County Administration, Board of County Commissioners and other County directors and managers: liaison to Federal, State and local governmental agencies, engineering consultants and contractors.
Formulates long-range plans and cost estimates pertaining to future expansion of Solid Waste systems including development of the Landfill Master plan, implementation of a Leachate treatment and disposal program; evaluation of changing of the recycling market, evaluation of automating household garbage collections, implementing new collection franchise/s and Interlocal Agreements with other Municipalities.
Negotiates or participates in negotiation of contracts and agreements related to Solid Waste in coordination with the Procurement Division and the County Attorney’s Office.
Directs assigned staff, including work allocation, training, and problem resolution; evaluates performance, makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
Responsible for recovery efforts after a storm. Coordinates debris management with the Emergency Operation Center Recovery Section.
Manages proactive assessments of fraud awareness, prevention, detection, and risk mitigation activities in area of responsibility; oversees financial, compliance, operational and performance audits; reviews audit findings and ensures appropriate controls are established and implemented.

Minimum Qualifications: A Bachelor’s Degree from an accredited college or university in Public or Business Administration, Civil or Environmental Engineering, or related field and ten years of progressively responsible related experience OR Master’s Degree with eight (8) or more years of progressively responsible related experience. Six (6) or more years of supervisory/management experience. Previous work as a high-level manager is preferred.

Preferred Qualifications: Advanced professional certification highly desirable. Solid Waste Association of North America (SWANA) certification in solid waste management, collections, or landfill operations; ICS 100-400; IS 700-800.
