ASSISTANT DIRECTOR, PUBLIC WORKS - TRANSPORTATION

$86,668.64 - $163,426.63 Annually

Assists with directing, planning and implementing the City's transportation plans, policies, programs and projects, trolley circulation services, on-demand transportation services, micro-mobility and mobility programs, operational traffic and roadway safety programs, initiatives and activities. The incumbent is responsible for providing direction, managing and supervising a team of engineers, technical, professional, paraprofessional and clerical support personnel in the administration of the Transportation Program, and attending meetings and conferences as the City's representative on matters related to the Transportation Program. This position reports to Department Director.

Essential Functions: Responsibilities include: overseeing all aspects of transportation operations, reporting directly to the Department Director; direct planning; daily operational oversight; contract management; developing process and performance initiatives to optimize transportation services city-wide while maintaining the highest safety levels and ensuring compliance with regulatory guidelines; developing and delivering short and long range strategic plans, encompassing policies, procedures, and performance standards utilized to enhance mobility within the City; monitoring projects at each phase of design, scheduling and construction, through the project's completion; coordinating with other City departments, public entities and private contractors; ensuring proper inspections of project sites, constant monitoring of all transportation services and ongoing projects, and preparing reports and updates for higher-level managers; reviewing traffic studies and other technical documents to make recommendations to City leadership; providing leadership and administering the resources necessary to successfully deliver projects; serving on committees, panels, technical review teams, and/or task forces; developing and monitoring the Transportation Division's budget and managing cost controls; directing staff in the day-to-day operation of the program; developing a management plan and providing regular updates; developing a staff professional training program and office succession plan; supervising overall administrative and financial responsibilities; overseeing contracts with an emphasis on progressive and innovative contract delivery methods to ensure timely project delivery; and performing other duties as required.
Minimum Requirements:

Bachelor's degree and extensive eight (8) years' responsible transportation related work experience, preferably in the government sector. Considerable two (2) years responsible supervisory experience in transportation or closely related field is also required. A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources and must be maintained valid throughout employment. Master's degree and certification as a Professional Engineer are highly desirable.

An equivalent combination of education and experience beyond a high school diploma or its equivalent.

Audit/Academic reports are not accepted as substitutions for college transcripts.

To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma or equivalent, transcript showing at least 60 college credits, Associate's degree, or Master's degree or higher.

2. Copy of valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however, a State of Florida Driver's License (Class E or higher) is required at time of appointment and must be maintained valid throughout employment.

Credential evaluation reports showing the United States equivalency for academic credentials earned in other countries may be provided by:
  • An accredited four-year college or university in the United States, OR
  • A current member of the National Association of Credential Evaluation Services (NACES), OR
  • A current member of the Association of International Credential Evaluators (AICE), OR
  • A recognized Professional Organization
