Salary Range:  $95,934.00 - $155,893.00

Pay Grade:  M52
Exempt position

Pay rates are based on education, skill, experience level and internal equity.   
New Hires are generally brought in from minimum to midpoint of pay range.

Supervisory and technical work with administrative responsibility for management of the County's utility system engineering activities and related programs.

Highly responsible administrative and engineering work supervising a staff of engineers, technicians, inspectors, consultants, and clerical personnel engaged in new service commitments; utility service planning; infrastructure  design; contract services and procurement; facility and regulatory  permitting, Infrastructure construction, and asset and system  records management for Pasco County's utilities systems.

EMERGENCY RESPONSE/RECOVERY ACTIVITIES:  All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.

Essential Job Functions

Supervises, plans, and directs engineering program activities of the Utilities Services Branch. Directs the planning, design, procurement, and construction for the Utilities Capital Improvement Plan (CIP). Supervises the Florida Department of Environmental Protection (FDEP) delegated program for construction permitting of water distribution and wastewater collection system improvements.

Solicits, reviews, and prepares consultants' contracts for all engineering services. Maintains standards for design and construction of all utility infrastructure. Supervises the asset-mapping and records keeping activities for all utility infrastructure. Represents the Utilities Service Branch at public meetings and workshops. Prepares division and CIP budgets. Evaluates subordinate personnel.

Performs related work as required.


Knowledge, Skills and Abilities


  • Knowledge in field of civil/environmental engineering for public water, wastewater, reclaimed water, and solid waste utility systems.
  • Knowledge of modern engineering practices and procedures as they apply to these public utility systems.
  • Knowledge of modern developments, regulations, current literature, and sources of information in the area of public utilities and environmental engineering.
  • Ability to plan and direct the work of engineers, consultants, contractors, technicians, and clerical personnel.
  • Ability to give technical and professional review to a wide variety and large volume of engineering projects, design documents, including permits, plans, specifications, and related documents.
  • Ability to present clear and concise reports, orally and in writing.
  • Ability to establish and maintain effective working relationships with the County Commissioners, County employees, business partners, other governmental agencies, and the public, often in stressful situations.
  • Ability to set a vision for the future.
  • Ability to build a strong leadership team that is capable of implementing the vision and goals of the County.
  • Ability to analyze and solve administrative problems.
  • Ability to prepare and analyze operating procedures and administrative reports.
  • Ability to represent the County in public speaking events. 
  • Must be an effective change agent driven to inspire and implement change with excellent customer service, leadership, and communication skills.
  • Ability to maintain an enthusiastic, self-reliant and self-starting approach to meet job responsibilities and accountability.
  • Ability to anticipate work to be done and initiates proper and acceptable direction for completion of work with a minimum of supervision and instruction.


Minimum Requirements


PHYSICAL SKILLS:  Ability to communicate effectively using verbal, written, and visual communication.

EDUCATION, TRAINING AND EXPERIENCE:  Graduation from an accredited college or university with a Master's Degree in Environmental Engineering, Management or a related field. Ten (10) years' experience in the water/wastewater engineering field.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:  Must possess a valid Florida driver's license. Current registration as a Professional Engineer in the State of Florida required.
