Job Summary:  Laboratory Superintendent is responsible for managing and administering the activities of Laboratory Analysts engaged in the analysis of water and wastewater samples to ensure compliance with various federal, state and local environmental requirements.  Supervises professional staff in the day-to-day laboratory operations.  Responsible for overall laboratory management, long-range planning for staff and capital acquisitions, developing and reviewing new analytical procedures, preparing administering and monitoring laboratory budgets, and developing and implementing laboratory policies.  The worker initiates daily assignments, analyzes wastewater and bio-solids in accordance with standard methods and procedures; performs related laboratory duties; follows through on matters and uses independent judgment and training to take appropriate action to deal with issues.  All work is supervised by the Chief of Facilities and Operations.

Essential Functions:

  1. Supervises all wastewater and water lab functions, directs and schedules lab tests and quality control quality assurance procedures;
  2. Ensures compliance with all state laboratory licensure requirements and Occupational Safety and Health Administration (OSHA) standards;
  3. Reviews the work products of others to ensure compliance with the Environmental Protection Agency (EPA) standards, Maryland Department of the Environment (MDE) standards or other standard methods for water and wastewater;
  4. Maintains all drinking water lab certifications and accreditations;
  5. Prepares chemical and biological reagents necessary for all laboratory analysis;
  6. Performs a variety of testing procedures on wastewater and bio solids samples;
  7. Provides results for assigned MetCom wastewater treatment plants for reporting and plant efficiency purposes;
  8. Communicates with Metropolitan Commission staff, members of the public, vendors and management staff in order to explain treatment processes, provide technical data and review technical specifications and provide laboratory results;
  9. Instructs subordinates or others in laboratory operations in safety and technical areas;
  10. Develops and implements a comprehensive Laboratory Quality Control Program;
  11. Oversees and verifies the maintenance of all necessary logs, reports, and records on analytical results and quality control;
  12. Ensures verification of equipment accuracy, reagent/media preparation water quality, blind sample analysis and duplicate analysis of samples;
  13. Prepares and updates standard operating procedures for the lab;
  14. Prepares written documents such as memos, and reports to federal, state and county regulatory entities;
  15. Manages the performance of the personnel assigned to the lab; conducts daily checks of log books and check-off sheets; reviews and approves leave requests;
  16. Prepares and conducts training to all employees on new analytical equipment and procedures;
  17. Conducts evaluations of and proposes purchase of new laboratory equipment;
  18. Recommends purchases and procedures to ensure that the operating budget is not exceeded; prepares budget submissions and purchase requisitions;
  19. Conducts research; attends training to keep abreast with lab operations and technologies;
  20. Assists other departments during the research and plan development phases to ensure the effective operation of water and wastewater collection systems
  21. Works with hazardous chemicals such as standards, organic solvents, acids and bases using personal protective equipment.
  22. Studies and adopts new and improved methods for the performance of chemical, microbiological, and physical analyses.
  23. Performs other duties as assigned.

Required Knowledge, Skills, and Abilities: 

  1. Ability to gain thorough knowledge of St. Mary’s County Metropolitan Commission policies and procedures
  2. Ability to act as a representative of St. Mary’s County Metropolitan Commission to the public and to representatives of government agencies
  3. Ability to effectively communicate with other staff members; ability to coordinate, advise, train and work with other professionals
  4. Expert knowledge of relevant laboratory practices, regulations and established procedures for handling samples
  5. Knowledge of chemical and microbiological principles;
  6. Knowledge of basic principles of chemistry, microbiology, physics, and related sciences as applied to water and wastewater analysis;
  7. Knowledge of PCD and related software pertinent to laboratory equipment;
  8. Ability to establish and maintain effective working relationships with subordinates, management, coworkers, municipal officials, and the general public;
  9. Ability to perform assigned tests and report results accurately;
  10. Ability to accurately record and report data;
  11. Ability to operate relevant computer systems, including hardware and software, and office machines.

Education and Experience:

  1. Four year degree in Chemistry, Biology, Microbiology, or Environmental Science;
  2. Plus seven or more years of job related experience;
  3. Wastewater Operator certification preferred;

Requires weekend and holiday work.

 

Physical and Environmental Conditions:

Work requires light physical effort in the handling of light materials in non-strenuous work positions up to 30 pounds and/or continual standing or walking of 60%+ of the time; climb stairs, bend, reach, hold, grasp & turn objects; and use fingers to operate computer or typewriter keyboards.  The work requires the ability to speak normally and to use normal or aided vision and hearing.

Work may involve risks or discomforts which require special safety precautions, e.g., working around moving parts, or machines. Employees may be required to use protective gear such as masks, coats, boots, gloves, or goggles; may require working in adverse weather conditions.
