General Description

Working under the direction of the Assistant City Manager, the Director manages and provides direction for services related to Streets, Sidewalk Construction, Parks, Brush Collection, Grounds/Right-of-Way Maintenance, Fleet Maintenance, Stormwater management, Facility/Building Maintenance Services and Capital Project Management.  He or she performs project administration for projects performed by City staff or outside contractors.  He or she prepares reports, designs bid documents and contracts for construction projects and assists with the development, negotiation and management of contracts for outside contractors. The Director coordinates and schedules construction projects with contractors and consultants, reviews contractors’ work and ensures compliance with specifications, plans and quality standards and compliance with contract terms.  He or she reviews and approves or rejects invoices.  The primary duties include customarily and regularly directing the work of more than twenty-two full-time employees and twenty seasonal employees, and having the authority to hire and fire staff.

The Director assists in the development and implementation of long- and short-range plans for capital and operating projects in the Street, Grounds, Parks and Fleet Departments.  He or she prepares monthly departmental reports and delivers presentations to elected officials, appointed boards/commissions, the public, and staff.

Education and Basic Requirements

The Director must meet the following minimum requirements.

  1. High School Diploma plus ten years’ experience in the public works field including street paving and maintenance.
  2. Preference will be given to applicants with a Bachelor’s degree in engineering, engineering sciences, construction management, public administration, or closely related field, from an accredited university, with five (5) years of management and supervisory experience in the Public Works field.
  3. Any equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities for this job.
  4. Satisfactory results of background and employment screening checks including physical exam.
  5. Significant knowledge of city operating and administrative practices and ability to train staff on city policies.
  6. The incumbent of this position shall be a creative and strategic leader of high integrity who embraces a customer service philosophy.
  7. Travel as necessary to attend meetings, conferences and training.
  8. Satisfactory results of background and employment screening checks including physical exam.
  9. Have and maintain a clear and valid Texas driver’s license and acceptable driving record.

Salary depends on qualifications and experience.
