Under general administrative direction, performs managerial, supervisory, and administrative
work in planning, organizing, directing, and supervising water systems, roads, parks, green belts,
and other public works projects.

Salary: $78,500.00 - $85,800.00 (Yearly Salary)

1. Plan, coordinate, assign, prioritize, provide directions and monitor the quality of work of other
staff. Identify and solve workload and scheduling problems; provide assistance to staff with
difficult assignments. Interview prospective employees and present to General Manager. Train
employees for positions in assigned unit; appraise employees’ performance and determine
necessary action; coordinate and implement decisions on discipline problems and approve

2. Assures that assigned areas of responsibility are performed within budget; performs cost
control activities; monitors expenditures in assigned area to assure sound fiscal control;
prepares annual budget requests; assures effective, efficient and allowable use of budgeted
funds, personnel, materials, facilities, and time.

3. Provides guidance and training in the operation of and the maintenance of this equipment.

4. Supervises the control and use of, and assumes responsibility for all materials, supplies and
equipment used; determines projects elements including labor needs, equipment and supplies

5. Insures that all necessary materials, supplies and equipment are available; requisitions needed
supplies and equipment for the department and maintains a variety of records relating to
personnel, equipment, supplies and reports.

6. a. Develops long-term maintenance programs, prioritizes repair and rehabilitation needs;
establishes schedules for routine maintenance functions to insure maximum service at lowest
b. Maintains a separate file on each piece of equipment & vehicle showing maintenance
invoices and maintenance records.

c. Ensures the proper maintenance of equipment and tools by supervising the cleaning and
checking of equipment and tools after use.
d. Oversees the control and use of supplies and equipment used in the maintenance,
construction and repair of water lines, street and other department projects to ensure all
equipment is in proper working order.

7. Advises the General Manager and other officials in matters relating to department activities;
provides information to various groups and individuals regarding public works projects,
problems and services. Provides written monthly progress reports to the General Manager on
all ongoing projects.

8. Supervises, instructs, and participates with assigned crews in carrying out construction
projects, and assures crews are aware of utilities location.

10. Oversees the safety of assigned employees by instructing individuals in proper safety
procedures and monitoring work in progress. Holds required monthly safety meetings and
maintains records in employee file.

11. Makes recommendations to the General Manager regarding equipment purchases for effective
department operation.

12. Analyzes and projects the needs of the LCMC regarding public works projects and makes
written recommendations.

13. Coordinates and oversees contractors and consultant contracts.

14. Authority for hiring and termination of employees reporting to the Public Works Manager is
defined in Paragraph 3.02 of the LCMC Personnel Policies.

While performing the duties of this job, the employee frequently works in outside weather
conditions. The employee occasionally works near moving mechanical parts and is occasionally
exposed to wet and/or humid conditions. The employee occasionally works in high, precarious

places and is occasionally exposed to fumes or airborne particles, risk of electrical shock, vibration
and is exposed to toxic or caustic chemicals.

The noise level in the work environment is usually loud in field settings, and moderately quiet in
office settings.


Knowledge of:
Equipment, facilities, materials, methods and procedures used in public works projects
including water supply and distribution systems and street systems;
Design, construction and maintenance management, and techniques of cost estimation;
Maintenance needs analysis, planning and prioritization, including labor needs, supplies and
equipment needs identification
Basic budgeting and accounting;
Supervisory techniques and practices.

Skill in:

Operating a personal computer including word processing and applicable software, and
standard office equipment;
Preparing and maintaining accurate records, reports, and schedules;
Directing, training and motivating employees;
Operating and maintaining various equipment used in public works projects;
Analysis and problem solving;
Organization and time management.
Organizing, scheduling and supervising the activities of various crews performing construction
and maintenance work;
Communicating effectively, verbally and in writing;
Establishing and maintaining effective working relationships with LCMC officials, employees,
other departments and agencies, residents and the public.


Any combination of education and experience equivalent to graduation from high school or
equivalent and five (5) years of public works construction experience, two (2) of which included
supervision. CDL Required


A valid Washington State driver's license, a valid Washington State Water Distribution Manager
Class II and a Cross Connection Control Specialist Class I is required at the time of appointment
or at a time set by the LCMC.
