POSITION: DEPUTY DIRECTOR OF PUBLIC WORKS

SALARY RANGE: $66,150 - $79,380 (Grade 33) Salary commensurate with education, certifications, and experience.

DESCRIPTION OF WORK: Performs executive management work in assisting in the direction of the county's Public Works Department, which consists of the Water, Building Maintenance, and Solid Waste. Position assists the Director of Public Works with managing the administration and financial functions of the department. The work involves detailed budget development for multiple funds, interagency liaison, planning, organizing and directing Capital Improvement Programs. Work is performed under limited supervision, with the employee responsible for determining work plans, methods and procedures, and guiding activities to achieve required goals and objectives. Performs complex analyses of, and develops recommendations to the Director, to assist in the management of the department's functions.

Works with managers and coordinators to plan, direct, control and coordinate programs involved in managing the divisions. Assists the Director in establishing and monitoring controls to evaluate performance in meeting program and county objectives.

Assists with the acquisition of project funding, procurement of design professionals, and management of capital projects.

Assists with the development and management of emergency plans and events. Helps to oversee, manage and direct emergency response services.

Assists the Director in the management of positions and personnel to make best use of employees; selects employees and develops their capabilities; advises supervisors regarding counseling employees and administering discipline; handles human resource matters in accordance with County policy and procedures.

Coordinates with the Director and staff to ensure compliance with all county, state and federal policies, rules, regulations and laws applicable to the operation of the Department of Public Works.

Evaluates Public Works programs and services to insure the goals and objectives of the elected officials, county, and department are being met and make recommendations to the Director regarding necessary changes to stay on course, with little or no disruption to the customer.

Reviews, edits, or recommends changes to and approves presentations, reports, project statuses, activity reports, and correspondence in the delivery of Public Works.

Works with other County departments and external organizations to coordinate plans and schedules; takes appropriate actions to maintain effective coordination in the event of delays and other problems; assist with coordinating Capital Improvement Project schedules to meet timelines and budget schedules.

May maintain liaison with other governmental agencies, community groups, customers, and citizens on matters pertaining to the administration and management of the Public Works Department. Communicates understanding and support of organization goals and programs; interacts effectively with individuals and groups at all levels.

Provides reports and/or presentations on various programs, projects, as well as CIP and Enterprise Budgets as directed.

Plans and monitors computer systems to provide efficient and effective planning, tracking, and reporting on the various aspects of the department, including, but not limited to planned maintenance actions, repair actions, capital improvement projects, customer service calls, efficiency and effectiveness of water plants and distribution, SCADA, and project management.

Performs duties of Director of the Public Works in the absence of the Director, or as assigned and determined by the Director.

KNOWLEDGE, SKILLS, AND ABILITIES: Must have knowledge of methods, procedures, and policies, laws, standards and regulations as they pertain to water utility operations, facilities maintenance, and solid waste operations to include, knowledge of maintenance and general construction, project/construction management, community relations, public safety, and OSHA. Knowledge of management principles and practices as applied to budgeting, personnel, purchasing and related operations. Effective techniques of supervision. Communicate clearly and concisely, both orally and in writing. Strong computer skills including word processing and spreadsheet creation and manipulation. Ability to supervise, establish and maintain effective working relationships with the public and with County, municipal, state, and federal officials.

The work is mostly sedentary with periods of light physical activity and is performed in office surroundings. Typical positions require workers to walk or stand for long periods; lift and carry up to 50 pounds; climb stairs, climb ladders, bend, reach, hold, grasp and turn objects; and use fingers to operate computer or typewriter keyboards. The work requires the ability to speak normally and to use normal or aided vision and hearing.

Employee is subject to work beyond the normal scheduled hours of work. In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.

QUALIFICATIONS: Bachelor's degree in civil or environmental engineering, construction management, or related field with 3 years of experience in a responsible management position in utilities or public management; or an equivalent combination of education and experience. Must possess a valid North Carolina driver's license. Prefer Professional Engineer or ability to obtain licensure in future.
