Salary Range:   $78,414 - $121,545 (BOE)

Purpose of Classification:

The purpose of this classification is to assist with the management of the Sanitation Department and oversee daily operations of all divisions.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Directs, manages, and monitors (daily) scheduled residential and commercial solid waste and recycling collection core operations; facilitates and fosters team and organizational development; advises and directs subordinate managers; reallocates collection resources and service priorities as needed to meet departmental priorities and objectives; meets with leadership and management staff to identify and resolve organizational issues; assigns projects and areas of responsibility; and reviews and evaluates work methods, processes, and procedures.

Approves, recommends, and resolves customer complaints, new services, service delivery changes, equipment usage and assignment, and overtime when necessary to accomplish effective service delivery; directly and indirectly provides written and verbal resolution to sensitive inquiries and complaints from both internal and external sources; and represents the department with regard to complaints, programs, policies, procedures, actions, projects and activities.

Reviews, investigates, and recommends corrective and/or disciplinary action occasioned by violation of department operating and/or safety policies, procedures, rules, guidelines and practices; selects, assigns, trains, develops, and evaluates subordinate staff and employees; and  assists in development and administration of business processes, service level agreements, resolutions, ordinances.

Prepares, designs, analyzes, and implements programs for effective and efficient solid waste and recycling material collection; researches and evaluates technical information and sources; and recommends new technology, methods and procedures consistent with best solid waste management practices.

Oversees the financial and administrative management of the department; conducts funding estimates needed for program modifications, staffing, equipment, materials and supplies; and monitors and approves division expenditures and budget adjustments as needed; prepares revenue projections and analyses of rates and service fees; and directly manages collection division budget.

Prepares, analyzes reviews, approves, and recommends policies, administrative and operational procedures, management reports, correspondence, ordinances, resolutions, agreements, and high level communications; assists in planning, updating, and analyzing solid waste management plans and emergency management plans; and meets with local, state, and federal agency representatives, contractors, and consultants to ensure compliance with regulations, grant and emergency management protocol and requirements, County code, policies, and works to resolve noncompliance issues.

Represents the department with County officials, other government agencies, contractors, consultants, customers, residents, commercials and business entities, and other vested interests; assists in monitoring and evaluating the efficiency and effectiveness of collection service delivery systems, support and reporting systems, and identifies opportunities for improvement and management change.

Minimum Qualifications:

Bachelor's Degree in Public / Business Administration, Engineering, Environmental Sciences, or a related field required; eight years of progressively responsible experience in solid waste management or public works, with three years of management experience for a comparably sized operation; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required:  Must possess and maintain a valid Georgia driver's license.
