General Statement of Job
The Fleet Manager oversees the daily operations and maintenance of the City’s Fleet Maintenance Division within the Public Works and Engineering Department. This position is responsible for overseeing fleet maintenance operations, including managing the maintenance and repair of approximately 1400 light, medium, and heavy-duty vehicles and equipment, specialized units and police cruisers and a diverse fleet of sanitation equipment such as side loaders, rear loaders, front loaders and swing cranes. This position ensures the reliable and efficient operation of the fleet, directly impacting the City’s ability to deliver essential services.
Responsibilities include, but are not limited to, compiling and analyzing data on equipment usage and maintenance, evaluating repair versus replacement costs, recommending the procurement of vehicles, equipment, and supplies, and coordinating all maintenance activities. Additionally, oversees the operation and management of the city's automotive fuel system, which includes five fuel sites and the fleet division’s dedicated fuel team. The role demands strong organizational and leadership skills to ensure accurate preparation, tracking, and closure of work orders, as well as effective communication and collaboration with external vendors and City departments.
The Fleet Manager also plays a critical role in preparing and managing the annual Fleet budget and developing programs and procedures that support preventive maintenance efforts to maximize asset lifespan and minimize downtime. Supervision is exercised over all automotive maintenance personnel to ensure operational efficiency, safety compliance, and high-quality service delivery, safeguarding the City’s significant investment in fleet assets.
ESSENTIAL FUNCTIONS:
- Oversee daily operations of the Fleet Maintenance Division, including planning, scheduling, and directing the work of technicians to ensure timely and efficient service delivery.
- Coordinate and supervise all repairs and preventive maintenance of City vehicles and equipment, both in-house and through external vendors.
- Maintain accurate records of maintenance activities, work orders, fleet inventory, inspections, and performance data for reporting and compliance purposes.
- Ensures efficient monitoring of fuel inventory, procurement, contracts, and delivery logistics
- Works to optimize fuel usage, reduce costs, and support uninterrupted services through strategic planning and operational oversight
- Develop and implement operational goals aligned with the City’s strategic objectives, tracking and assessing fleet performance to drive continuous improvement.
- Collaborate with City departments to determine vehicle and equipment needs and assist with preparing annual operating and capital budgets, including forecasting replacements and lifecycle costs.
- Research, evaluate, and recommend vehicles, equipment, and parts based on operational needs, efficiency, and cost-effectiveness.
- Manage the procurement process, including developing technical specifications, reviewing bids, and ensuring compliance with vendors and contractors.
- Conduct regular inspections and audits to ensure fleet compliance with applicable DOT, OSHA, and other regulatory standards.
- Communicate regularly with all departments to address service needs and coordinate support.
- Participate in the evaluation, selection, and implementation of new fleet management software to enhance operational efficiency and data integration.
Related tasks:
- Supervises the keeping of an inventory of spare parts and supplies.
- Trains technical staff; recommends promotion, demotion, and disciplinary actions as needed in support of continuity of services.
- Diagnoses problems, writes repair orders and supervises and inspects the major repair, overhaul, and maintenance of automotive equipment.
- Performs vehicle and equipment service tasks as needed.
Knowledge, Skills and Abilities
Knowledge of:
- Comprehensive knowledge of the principles and practices of automotive repair shop management.
- The repair and maintenance of automotive/heavy truck equipment.
- The repair and maintenance of gasoline, diesel, alternate fuels, and equipment.
- General office procedures.
- The occupational hazards and safety precautions of large-scale operations and the ability to observe and enforce appropriate safety precautions.
Skilled in:
- Inspecting, diagnosing, and repairing routine to moderately complex mechanic problems of automotive/truck engines and equipment.
- Operating various automotive repair tools and diagnostic equipment.
- The use of Microsoft Office programs.
- The use of a variety of office machines and some typing ability.
- Reading comprehension – both of routine communications as well as technical manuals, diagrams, or other work-related documents
Ability to:
- Operate various automobiles, light, medium, and heavy trucks, mechanical equipment, and other gasoline and diesel-driven engines.
- Type accurately.
- Determine the effectiveness of maintenance and repair programs and procedures.
- Understand and follow oral and written directions.

Minimum and Preferred Qualifications
- High School Diploma or equivalent amount of work experience OR vocational school supplemented by coursework or direct experience in closely related fields such as Diesel Diagnostic Repair, Light, Medium, and Heavy Truck Suspension and Brakes, Electronic and Diagnostic Systems Drivability, and Emission Repair.
- Seven (7) years of experience in the maintenance and repair of automotive and/or construction equipment, including
- Two (2) years of supervisory experience responsible for technical personnel
- Valid State of Florida Class “E” License
PREFERRED QUALIFICATIONS:
- Bachelor’s degree from an accredited college or university with major course work in business administration, management, or a related field and four years of increasingly responsible experience in fleet and/or facility maintenance and management, including supervisory responsibility.
- Certified Automotive Fleet Manager (CAFM) or Certified Automotive Fleet Specialist (CAFS) credential preferred.
- Possession of a valid State of Florida driver's license. State of Florida Class "B" CDL driver's license preferred.
