Salary: $89,340 - $131,329, Annually
Assists the Director and County Engineer with the overall management of the department
Plans, organizes, implements, and evaluates departmental operations and strategic initiatives
Reviews records, evaluates operational data, and performs cost/benefit analysis
Oversees the establishment of appropriate benchmarks and metrics for the areas of responsibility within the department. Ensures achievement of those benchmarks and reports back on those metrics. Oversees the implementation of continuous quality improvement.
Hires, supervises, evaluates, and disciplines managerial, technical, administrative, and clerical staff who perform a range of functions
Provides oversight and supervises division and/or program managers in the following areas:
Administrative Services--financial planning, budgeting, fiscal operations
Fleet Services--automotive and heavy equipment maintenance, fleet management and mechanical services (which provides fleet services to the entire County organization and related programs)
Facilities Management--R&R & Capital Improvements planning & implementation
Solid Waste Program--operations, short & long-term planning
Safety & Training--operations, short & long-term planning
Ensures compliance with all laws, policies, and regulations governing departmental operations
Advises and assists with the preparation and administration of departmental budget. Provides fiscal oversight along with the Administrative Services Division Manager and supports management of several 10-year financial plans
Assists with implementing the County's Organizational Renewal and Diversity/ Equity/ Inclusion initiative at both the County and department levels.
Regularly represents the department with the media, other agencies, and the public
Maintains relationships and communicates regularly with community partners and the public about important and sensitive topics
Serves as a subject matter expert and, with support of the Director and County Engineer, consults with and/or provides presentations to the Board of Supervisors on public works activities/initiatives
Demonstrates discretion and professionalism when interacting with elected officials, County leadership, community members, partners, and colleagues
Serves on the department's Collaborative Leadership Team and the County's Elected Officials/Leadership Team
Is on-call Public Works Emergency Director on a rotation
Is prepared to respond to local emergencies as needed, per the Director, Emergency Manager, or County Manager's request.
Acts as the Director in that person's absence
Essential functions include: working with and around others; working with frequent interruptions; repetitive (hand, wrist, elbow and shoulder) motion for computer work; visual acuity (near and far) for computer work and working with applicants; color vision for working with computer screen; hearing and speech for ordinary and conversations and training; touch for computer work.
Bachelor's degree in public administration and five years of progressively responsible work in public works or related field, including three years of supervision; OR, any equivalent combination of education, training and experience which demonstrates the ability to perform the duties of the position.
Must obtain an Arizona driver's license by date of hire and maintain it throughout employment; must satisfactorily complete drug and alcohol screen, criminal background check, and driver's license check. Final jo offer will be contingent upon a satisfactory 5-year Arizona Motor Vehicle Report.
This position is exempt from overtime.
