Under the administrative direction of the Public Works Director, plans, organizes, directs, supervises, and administers all public works operations and departments, which includes Administration, Street Construction and Maintenance, Water Production and Distribution, Wastewater Treatment and Collection. Composes reports for programs; develops systems to collect, analyzes and predict effectiveness, efficiency and targets of service delivery; and develops goals and priorities for all areas of responsibility. 

Salary: $86,195.20-$129,000.00 per year 

ESSENTIAL FUNCTIONS:
  • Develops, monitors, and administers maintenance activities for all Public Works departments. Authorizes purchases, monitors expenditures, schedules and allocates personnel resources; evaluates departmental personnel and develops departmental policies and procedures.
  • Develops and administers comprehensive maintenance programs for facilities and equipment including equipment acquisition, facility monitoring, field and grounds condition monitoring, and evaluation of equipment usage needs and scheduling of the same including lifecycle replacements.
  • Works in conjunction with the Public Works Director and other appropriate agencies and authorities to comply with all state, local, permit, and/or contractual requirements for water production and acquisition.
  • Works in conjunction with the Public Works Director and other appropriate agencies and authorities to comply with all state, local, permit, and/or contractual requirements for wastewater treatment.
  • Attends City Council meetings when needed and prepares monthly reports of projects and activities, etc. as requested by the Public Works Director.
  • Direct oversight of Public Works Inspectors and Administrative Support team.
  • Provides customers with information over the telephone and in person; responds to and resolves citizens' complaints concerning programs, activities, and Public Works departments.
  • Attends staff, committee, and Council meetings as needed, participating as warranted.
  • Assists and participates in the resolution of conflicts.
  • Works cooperatively with community groups.
  • Provides support to all city department programs and/or activities as needed.
  • Maintains a professional working relationship with other federal, state, and local governmental agencies.
  • Reviews all departmental programs and policies to ensure that desired service levels are provided to the citizens of Kyle and non-citizens within the City of Kyle.
  • Performs all other duties as assigned by the Public Works Director.
 
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge of general public works activities and methods.
  • Knowledge in administration, water distribution systems, water supply, wastewater collection systems, wastewater treatment plants, storm water collection systems, roadway systems, sidewalks, fleet maintenance.
  • Knowledge of predictive and preventative maintenance programming techniques, implementation, and related data collection methods.
  • Knowledge of applicable state, federal, and local laws.
  • General operational knowledge, experience, and/or familiarity with all Public Works machinery and equipment.
  • Ability to manage/monitor CIP and construction schedules.
  • Adept at mediating disagreements or disputes with contractors and developers.
  • Ability to lead and direct the activities of an organization of over 50 full time employees
  • Ability to maintain cooperative relationships with other city officials, the general public, and the news media.
  • Ability to remain calm and act resourcefully in an emergency.
  • Strong analytical and process management skills.
  • Ability, with or without training, to complete construction plan reviews consisting of roads, sidewalks, drainage, water, wastewater and any other construction-related items.
  • Proficiency in Microsoft Office Suite (MSWord, Excel, PowerPoint, etc.) to produce presentations and reports containing charts and graphs to summarize departmental projects and activities.
  • Other Considerations:
    • Must live within 45 minutes of travel time to the City of Kyle during normal traffic conditions.
    • Considered essential personnel and must be able to respond and assist in management of emergency and disaster-related events, either natural or otherwise.
QUALIFICATIONS, EXPERIENCE AND/OR CERTIFICATION REQUIREMENTS:
  • Completion of a Bachelors Degree in public administration or closely related field is preferred;
  • and a minimum of five (5) years of experience in comparable sized organization, three (3) years of which should be as a manager, or its equivalent;
  • or equivalent combination of training, education and/or experience which indicates the ability to possess a comprehensive knowledge of public works administration and supervision and provide detailed process mapping and data analysis.
  • Must possess or be able to obtain a valid Texas Driver's License and be eligible for coverage under the City of Kyle vehicle insurance provider.

Physical Demands:

 

Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities.

 

While performing the duties of the job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel, or operate objects, tools, or controls and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch or crawl; talk or hear; and smell.

 

The employee must occasionally lift and or move up to 50 pounds. Specific vision abilities required for this job include close vision, peripheral vision, depth perception, and the ability to adjust focus.

 

Working Environment

 

While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock and vibration.
