Performs complex professional and administrative work in supervising the planning, design and inspection of engineering projects in the City; does related work as required.
Supervises and directs engineers and technical assistants in the preparation of design criteria, designs, analysis, specifications, plans, investigations, cost estimates, tabulations of contract bids, contract payments and related matters; establishes schedules; reviews work and gives suggestions for such Public Works projects as streets, utility lines, buildings and other related work; manages the procurement and selection of engineering and architectural professional services; supervises the review and approval of subdivision and site work by private engineers; supervises the inspection, payments to contractors and final acceptance of public improvements; coordinates work of engineering staff with other Federal, State, City, private and utility agencies; supervises departmental personnel actions; prepares a variety of technical reports and gives presentations to elected officials; provides liaison with the public, developers and private engineers; supervises the maintenance of engineering records and the City's Real Estate division; manages the City's Capital Building program.
Any combination of education and experience equivalent to a bachelor's degree in civil engineering and extensive experience in professional civil engineering work, including considerable supervisory experience. Comprehensive knowledge of the principles and practices of civil engineering as applied to the development and construction of Public Works.
Registration as a Professional Engineer in the State of North Carolina.
This position falls under the residency policy that requires the person selected maintain their principal residence within a thirty-mile radius of the Winston-Salem City Hall, or establish their principal residence within a thirty-mile radius of the Winston-Salem City Hall within 180 days of the effective date of the personnel action.
