Saint Paul Regional Water Services is hiring up to four Assistant Division Managers to join our team. Candidates hired now will be involved in a number of exciting new initiatives to provide substantial upgrades to infrastructure critical to the treatment and distribution of drinking water. SPRWS is seeking expert level professionals to play important roles in moving these initiatives forward. Two current vacancies are in the Distribution Division due to the expansion of infrastructure improvement programs within SPRWS. One Assistant Division Manager position is responsible for construction management duties and coordination of up to 10 field teams. These teams perform a full range of water utility construction, including installation of water main, water services, valves, and hydrants. The second Assistant Division Manager position is responsible for project prioritization and scheduling, performance measures, engineering plan reviews, project management for pump station improvement projects, dispatch office functions, and hydraulic/system analysis.
This position oversees design, construction, planning, and project management for SPRWS’s capital improvements program. With an annual budget of nearly $25M, the CIP consists of an extensive water main replacement program as well as projects to rehabilitate existing large diameter raw water conduits, water storage tanks and reservoirs, and upgrades to electrical and pumping infrastructure. The position will also be responsible for implementing the AWWA Partnership for Safe Water goals and initiatives for Distribution and leading initiatives to promote sustainability and environmental stewardship throughout the utility. A professional background in civil engineering or construction management is beneficial.
These positions perform advanced level managerial and administrative work assisting the division manager in the operations of a division of Saint Paul Regional Water Services (SPRWS). Acts as assistant to division manager, serves as acting division manager when necessary. Provides day-to-day operations, leadership, and direction of staff within the assigned portion of the division. Establishes and initiates projects and preventative maintenance for SPRWS equipment and infrastructure assets. Monitors capital and operating budgets and reconciles expenses; assists and contributes to budget development within division. Serves as a technical consultant on complex projects, consults and advises on moderately complex matters, and resolves urgent critical issues.

A Bachelor's Degree in Engineering, Business Administration, Public Administration, Environmental Science, Urban Planning, Construction Management, Business Management, Economics, or a closely related field and six years of project management, planning, or budget experience. Must have two years of increasingly responsible supervisory or managerial experience. No substitution for a Bachelor’s Degree.
For the Distribution, Production, and Engineering Divisions, the applicant must possess a Class "C" Water System Operator's Certificate, issued by the State of Minnesota, within three years of appointment.
Must possess and maintain a valid Minnesota Class D Driver's License or equivalent out of state driver's license.
