SUMMARY OF RESPONSIBILITY: The incumbent develops, administers, directs and supervises the programs and activities of the Public Works Department in the functional areas of road, sidewalk, bridge construction, maintenance and repair; transfer station management; vehicle and central equipment maintenance; building maintenance and repairs, snow removal and emergency storms, and recreational area maintenance. The Public Works Manager exercises considerable independent judgment while maintaining and improving efficiency and effectiveness.

ESSENTIAL FUNCTIONS: • Responsible for departmental planning and supervision. Plans, organizes, directs and supervises the operations of the Public Works Department including roads, bridges, transfer station, building maintenance and repairs, drainage projects, catch basins and personnel. • Organizes and implements emergency response for storms or other events, including ice control and snow plowing operations plowing. • Required to be first point of contact for Public Works routine and emergency matters. May have to be on duty for 24 hours straight or more. • Administers and directs transfer station operations and oversees and coordinates the town recycling program as designated recycling coordinator. • Administers and directs a preventative maintenance program for Town vehicles and equipment including heavy equipment, senior bus, town vehicles. • Prepares bid specifications for the purchase of department equipment, materials, and supplies and buildings and grounds. Estimates project costs and tracks expenses by project assignment for planning purposes. • Oversees outside professional engineering and contractor services. • Ensures safe working conditions for employees through training programs as required by State and Federal Agencies. • Prepares and administers operating budget for department; presents budget to the Board of Selectmen and Board of Finance. • Develops department policies, procedures and records retention. Trains, supervises, and evaluates staff. Consults with the First Selectwoman on such personnel actions as hiring, termination, and discipline. • Investigates citizen and staff complaints and oversees corrective action as appropriate. • Administers drug and alcohol testing program.
