Under the direction of the Public Works Director, the Development Engineer is responsible for overseeing the program that reviews plans and issues permits for all privately financed public improvement projects in in Hood River.

Administers, reviews, coordinates, and facilitates the construction of privately financed public improvement projects from pre-application plan reviews through the construction phase, final inspection, release of bonds and acceptance of public facilities for City of Hood River ownership. The Development Engineer independently performs complex duties related to coordinating and processing public facilities issues of major development applications.
Works as a member of the City’s community development team. Staff supervision provided by the Director of Public Works.
May exercise supervision over assignedstaff, including training, coaching and reviews.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Administers, reviews, coordinates, and facilitates the construction of privately financed public improvement projects from pre-application plan reviews through the construction phase, final inspection, release of bonds and acceptance of public facilities for City of Hood River ownership. The Development Engineer independently performs complex duties related to coordinating and processing public facilities issues of major and minor development applications.
Reviews engineering studies and reports (i.e. traffic analysis, drainage and water studies, etc.), technical drawings, construction plans, and calculations; analyzes data; makes recommendations based on review findings.
Reviews land use applications and development plans for compliance with the City of Hood River Codes and Standards, and for compliance with local and state regulations. Reviews development permits for compliance with public works standards. Researches effects of proposed developments on public facilities and requirements for additional improvements.
Prepares cost accounting and reconciliation for City deposits and fees; reviews and approves design modifications during construction; reviews and processes recording of documents; reviews and approves financial guarantees and releases of funds; resolves construction problems and conflicts; coordinates final inspections; authorizes release of building permits; reviews final documents and prepares final documentation.
Responds to inquiries and complaints from the public regarding development projects. Provides information to developers, property owners, contractors and other interested parties pertaining to privately financed public facilities applications, plan reviews, ordinances and codes.
Presides over pre-construction, pre-design, and utility/transportation meetings, works closely with the Public Facilities Inspectors on the coordination of the inspection of the project to ensure code and standards compliance.
Prepares correspondence and reports, as needed by individual projects and circumstances.
Resolves inquiries, complaints, or problems affecting the assigned project, adjacent properties, and interested parties.
Develops agendas, organizes meetings, prepares staff reports, communicates official plans,policies andprocedurestostaffandthegeneralpublic;makesprivateandpublicpresentationstosupervisors, boards, council, civic groups and the generalpublic.
Performs related duties as assigned.
May perform general municipal civil engineering work for capital improvement projects
Conducts inspections of work-in-progress and ensures projects are completed in compliancewith applicable codes, regulations andstandards.
Responds to questions and inquiries from the public and other agencies regarding street and city utility issues, public works standards and permits.
Coordinates assigned engineering projects with outside contractors, government agenciesand organizations and the public, and provides assistance to internal Citystaff.
Meets with citizens, developers, contractors, other agencies, and City departments regularly. Responds to questions and complaints from the public concerning drainage, private construction, and other relatedissues.
Required to be a registered Professional Engineer in the state of Oregon or ability to obtain within one year of hire date.
