The City of Chelan’s Public Works Department is accepting applications for the Operations Manger Position. The annual salary range for this position depending on experience is $83,268 to $101,220. TITLE:                      OPERATIONS MANAGER          

DEPARTMENT:        PUBLIC WORKS

REPORTS TO:           PUBLIC WORKS DIRECTOR

SUPERVISES:           ALL OPERATIONS PERSONNEL

COMPENSATION (DOE): $83,268 to $101,220/ANNUALLY

 

 POSITION PURPOSE/SUMMARY

 This position reports to the Public Works Director and directly supervises all Public Works operations including streets, water, sewer, sanitation and recycling activities.

 EXAMPLES OF DUTIES AND RESPONSIBILITIES

Supervises and oversees the operations of the Public Works Department.

  • Assures quality of water, sewer, street, sanitation and recycling services and systems including preventable maintenance and snow removal.
  • Develops policies, procedures and performance objectives to ensure consistent operations and high level of quality control.
  • Promotes positive public relations. Works cooperatively with all departments of the City.
  • Assists Director with budget preparation.
  • Administers and monitors operating and capital budgets, prepares and maintains records and reports, writes letters and e-mails, prepares cost estimates.
  • Recommends personnel actions such as hiring and termination.
  • Responsible for administering performance evaluations for all operations personnel.
  • Schedules, supervises and evaluates Public Works staff including part-time, temporary and seasonal workers.
  • Ensures training, certification and safety standards are met and maintained.
  • Responsible for administration of all safety programs and policies within the Public Works Department including but not limited to the Accident Prevention Program (APP).
  • Reports to all inquiries and requests for service either personally or by delegation and assignment.
  • Responsible for administering Public Work’s computerized maintenance management system
  • During absences of the Director, assumes supervision and reporting assistance to the City Administrator.
  • Performs other related duties as needed.

WORKING CONDITIONS

Work is performed in inside and outside environment.  Employee may be subject to hazards of equipment, construction, inspections, confined spaces.  Some lifting is required.

KNOWLEDGE, ABILITIES, SKILLS FOR SUCCESS

Working knowledge of all facets of equipment and Public Works operations.

  • Knowledge of engineering and construction practices and materials.
  • Knowledge of standard software programs such as Microsoft Office, GIS and other software utilized by the Public Works Department.
  • Knowledge and ability to accurately prepare and manage budgets.
  • Ability to establish and maintain effective working relationship with co-workers, other agencies and the public.
    • Ability to plan, organize, and oversee assigned work programs, including monitoring work schedules, legal and safety requirements and progress reviews.
    • Ability to communicate effectively both orally and in writing.
    • Principles and practices of supervision
    • Knowledgeable in Human Resources policies and procedures

 QUALIFICATIONS REQUIRED

Experience – Five years of prior comparable public works operation management experience

Education and Training - Graduation from an accredited high school or General Education Development (GED) supplemented with additional education and experience in public works necessary to successfully perform this job. Bachelor’s degrees desirable. Valid Washington State Driver’s License with driving record free from serious or frequent violation. Certification and Licenses required within 12 months of hire: Traffic Control Technician through American Traffic Safety Services Association (ATSSA) or other approved organization, Class A Commercial Driver’s License, Water Distribution Manager, Cross Connection Control Specialist, and First Aid.
