Salary: $110,548 - $182,404

Position Profile: Under direction of the County Manager or his designee, manages daily operations and construction projects for the County’s Engineering Department, including planning, directing, and supervising all County engineering operations to ensure compliance with all related Federal, State, and local statutes, ordinances, and regulations. Maintains effective working relationships with County and department personnel, County officials, the County Manager, County Commission, construction and surveying crews, property owners, colleagues, co-workers, consultants, contractors, and the general public. Represents the County on transportation planning organizations and serves as primary liaison on coordination of transportation projects with the Georgia Department of Transportation and the Federal Highway Administration. Responsible for the Storm Water Management Program. Administers the FEMA Flood Insurance Program. Manages the development permitting process. Supervises, reviews, and evaluates the work of assigned personnel. Prepares design plans, specifications and bid documents, holds bid conferences, evaluates bids, makes bid award recommendations and reviews and processes contractor pay requests. Creates and administers departmental budget. Responds to citizens questions and comments in a courteous and timely manner, communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities. Performs other directly related duties consistent with the role and function of the classification.

Minimum Qualifications: Bachelor’s Degree in Civil Engineering or a closely related field, seven (7) years of experience in Civil Engineering and construction management, and three (3) years’ experience in a responsible management position in an engineering environment, or an equivalent combination of training and experience. Must be knowledgeable of appropriate laws, codes, ordinances, operations, policies and procedures. Must be knowledgeable of environmental impact issues, laws and regulations. Must be knowledgeable in the area of construction, primarily transportation and storm water infrastructure. Must possess effective oral and written communication skills. Must be knowledgeable of appropriate drawing equipment and software. Possess ability to effectively present and promote department projects to the general public and media. Valid Georgia State Driver’s License. Professional Civil Engineering License required.
