Hiring Salary $95,952.31 to $101,709.45
Full Salary range $95,952.31 to $130,918.14

DEFINITION

The Assistant Public Works Director is an advanced professional position that directs, oversees, supervises and coordinates the activities of employees of the Infrastructure Department Public Works Division, including public works engineering, transportation and planning, streets, traffic and transportation system infrastructure planning, operations and maintenance, construction management and inspection services and fleet maintenance operations, Position is also responsible for technical work planning, prioritizing, and implementing the Public Works Infrastructure Capital Improvement program in the Infrastructure Department. This position reviews project plans related to development proposals, roadway, traffic and right-of-way improvements, conducts long term planning activities, oversees contract projects to ensure adherence with standards and specifications, coordinates with other City departments and represents the City in various public venues, local and regional professional public works work groups including local and regional governmental transportation planning organizations. Work is performed with appreciable latitude for independent judgment and action that is reviewed by the Director of Infrastructure through observation, conferences, reports, and achievement of desired objectives.

This position supports the goals of the Infrastructure Department, which maintains and enhances the safety and well-being of the community by providing exceptional development and maintenance of the city's extensive network of public works infrastructure. The department continuously strives to meet the needs of the community by constantly focusing on customer service, efficient and effective utilization of resources, safety, innovation, and teamwork.

This position must work well independently and in group setting, with peers and with the public, while providing excellent, respectful customer service and human relations skills, which support the City of Brighton's mission and values.

SUPERVISION EXERCISED AND RECEIVED

Position is supervised by the Director of Infrastructure. The Assistant Public Works Director supervises assigned Public Works Division employees.

GENERAL RESPONSIBILITIES AND DUTIES

Demonstrate considerable knowledge of various types of engineering design, construction and maintenance standards and procedures used in the design, construction and maintenance of roadways, curb, gutter and sidewalks, various right-of-way improvements, transportation system planning and fleet maintenance operations.

Conduct and evaluate engineering and technical studies and analysis on various programs to determine recommendations based on the information received

Demonstrate knowledge of City codes, ordinances, regulations, and standards governing public utility facilities construction, maintenance, and repair

Present ideas, data, and reports clearly and concisely both verbally and in written form to city council, management, and citizen groups

Utilize appropriate public works engineering, maintenance and fleet resource technologies and transfer their usage to relevant areas of work

Establish and maintain effective working relationships with supervisors, employees, consultants, contractors, State and Federal officials, and other people contacted in the course of a workday

Demonstrate knowledge of the principles and practices of civil engineering as it relates to Public Works and Utilities projects

Review engineering plans, specifications and documents and to discern and correct errors in design and criteria

Make difficult engineering computations and design a variety of standard and complex Public Works and Utilities projects quickly and accurately

Use engineering software programs such as; ArcGIS, Auto CAD, and scheduling programs

Foster a participatory organizational climate that is open, positive, reinforcing and supportive

Represent the City on a variety of governmental and non-governmental organizations focused on transportation planning and development during regular working hours and after hours as-needed

Analyze problems, and exercise sound judgment and arrive at logical, valid conclusions in controlled and impromptu settings

JOB SPECIFIC FUNCTIONS

Essential Job Functions, Duties, Responsibilities and Tasks

1. Provides direction, instruction and supervision as needed for Staff assigned in the Division, including:

  • Pro-actively observing performance of staff, assisting with problem resolution and coordination of activities
  • Budgeting and oversight for Capital Improvement Projects
  • Participating in recruitment and selection of staff
  • Developing, providing and overseeing training of new employees
  • Evaluating performance of employees at annual appraisal
  • Reviewing and approving work submitted by Engineering and Operations staff
  • Investigating complaints concerning performance of employees
  • Responsibility for scheduling staff and approval of leave requests and timesheets
  • Budgeting, developing, planning, and managing employee-training programs on an annual basis; responsibility for Public Works Infrastructure Capital Improvement Projects (CIP) and Infrastructure Maintenance Program including transportation, roadways, traffic, right-of-way improvements, transportation programs, infrastructure maintenance, snow & ice control operations and fleet maintenance operations including:
  • Updating the transportation master plan and the ten year roadway/transportation system capital improvement plans
  • Inspecting various Public Works Capital Improvement Projects for compliance with City specifications, ordinance requirements and regulations
    • Representing the City and the Department in the role of a coordinator with consulting engineers and contractors
    • Preparing construction plans, plats, specifications, and quantity lists for a variety of public works projects as well as other construction, repair or modification projects
    • Reviewing work performed by outside consultants
    • Establishing scope, schedule, and budget summaries for 15-20 active and simultaneous CIP's at any given time
    • Establishing and maintaining unified project management procedures for employees of the Division adhering to industry best practices including monthly reports, Decision/Action logs, and change order status
    • Oversight of routine and ongoing Public Works Infrastructure Maintenance Programs

2. Reviewing standards, specifications, ordinance requirements and regulations applied by the City and researches latest developments to determine what changes and/or technology should be applied, including:

  • Probable impact of developments to the community and City
  • Reviewing proposed public works/utilities projects, their need and impact on development with the Community Development staff
  • Developing priorities and cost estimates as part of a long-range proposed capital improvement program
  • Making cost estimates and adhering to adopted budgets; compiling information regarding ownership of property and executing property acquisitions in accordance with City Code and Policy; keeping abreast of development in the public works/utilities field

3. Reviewing plans, specifications and contract documents prepared by consulting engineers for propriety, adequacy and accuracy, including:

  • Reviewing PUD plans, use permits, subdivisions, and site plans to assure compliance with City standards and specifications
  • Answering inquiries regarding projects and other engineering matters
  • Communicating successfully and develops and maintains effective relationships, including:
  • Preparing effective written communications such as reports, memos, activity logs, etc.
  • Demonstrating effective oral communication skills with the public, other members of the department and city
  • Dealing with other department members as well as the City and public in a positive collaborative manner
  • Representing the City on various boards, commissions, committees and regional organizations

4. Effectively using industry and departmental knowledge, including:

  • Demonstrating working knowledge of department policies, regulations and procedures
  • Adhering to Brighton Municipal Code requirements
  • Maintaining current knowledge of accepted best practices of engineering
  • Participating in all required training

5. Availability for after-hour public meetings including public information open house meetings, City Council meetings, City Council Study Sessions, and HOA meetings throughout the City and other required local and regional meetings, as necessary.

QUALIFICATIONS

Knowledge of:

Operational characteristics, services and activities of a comprehensive civil engineering and operations maintenance program involved in design, contract administration, inspection and maintenance of roadway, right-of-way, traffic and transportation system planning, fleet maintenance operations and associated public works related projects.

Modern and complex principles and practices of engineering design involving a variety of materials.

Engineering standards and specifications.

City policies and procedures.

Principles of advanced mathematics.

Principles and practices of supervision, training and evaluation.

Perform professional civil engineering work including the design, inspection and contract administration of public works projects and related capital improvements.

Interpret and apply pertinent Federal, state, and local laws, codes, rules, and regulations.

Ensure project compliance with appropriate Federal, state, and local laws, codes and regulations.

Perform research and solve multi-disciplinary engineering problems.

Develop, review and modify engineering plans, designs, and specifications.

EDUCATION AND EXPERIENCE

Required:

Graduation from an accredited college or university with major course work in Civil Engineering or related field

Seven to ten years progressively responsible experience in the management of Public Works Infrastructure including but not limited to; design, construction and maintenance of roadways, right-of-way improvements, traffic operations, transportation system planning, fleet maintenance operations, construction management

Registration with the Colorado State Board of Professional Engineers and Land Surveyors as a professional engineer (P.E.)

Preferred:

Master's Degree in civil or environmental engineering or related field

Three to five years supervision of professional level engineers, technical and maintenance staff

Three to five years municipal utility infrastructure capital improvement project experience

PHYSICAL REQUIREMENTS

While performing the duties of this job, the employee is regularly required to stand. The employee frequently is required to walk; use hands to finger, handle, or feel; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell. The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

SPECIAL REQUIREMENTS

Possession of a valid driver’s license with safe driving record.

Bilingual English/Spanish preferred.

Ability to complete FEMA ICS 100 and IS 700 training within six (6) months of hire.
