Description

The Fresno Irrigation District (“FID”) in coordination with the North Kings Groundwater Sustainability Agency (“NKGSA”) seeks to hire an individual to serve as the Executive Officer of the NKGSA. The primary function of the position will be to perform the duties of the Executive Officer of the NKGSA. The individual is expected to spend approximately half time as the Executive Officer of the NKGSA, and half time working on FID related projects and programs. The selected candidate will be an employee of the Fresno Irrigation District who will report directly to the General Manager of Fresno Irrigation District, and under policy direction from the Board of Directors of the NKGSA will be responsible to direct, organize, coordinate and review the overall activities and operations of the NKGSA.

The North Kings Groundwater Sustainability Agency:
The North Kings Groundwater Sustainability Agency (“NKGSA”) was formed in 2017 as a joint powers authority consisting of the several local agencies to comply with the requirements of the Sustainable Groundwater Management Act (“SGMA”). NKGSA is one of seven GSAs in the Kings Subbasin and includes more than 300,000 acres, including highly productive agricultural land, the Fresno-Clovis metropolitan area, smaller communities and some unincorporated areas. The Executive Officer will have an office at the Fresno Irrigation District office and will have the assistance from an Administrative Assistant at Fresno Irrigation District (www.fresnoirrigation.com).

Job Duties and Responsibilities
The position will be expected to spend approximately half time as the Executive Officer of the NKGSA, and half time working on FID related projects and programs. Individuals seeking part-time employment only may still apply. The segregation of work between NKGSA and FID duties is anticipated as follows:


NKGSA Executive Officer (half-time)
Before GSP Submittal in January 2020
• Set Board of Director meeting agenda, notice and record minutes in coordination with Board and committee chairpersons, and with assistance from an Administrative Assistant.
• Attend, participate and present at NKGSA Advisory, Technical, Admin/Fiscal and Outreach Committee meetings.
• Develop and establish recommended annual budget in cooperation with the NKGSA fiscal agent currently staffed by FID’s Controller, and provide Board with appropriate financial updates.
• Serve as NKGSA’s representative in Kings Subbasin coordination efforts.
• Oversee, assess, administer and manage appropriate expert consultants to effectively and efficiently assist the GSA.
• Collaborate with NKGSA, consultants, stakeholders and neighboring GSAs to prepare a draft Groundwater Sustainability Plan (“GSP”).
• Assist outreach committee, member agencies and interested parties with public communication of draft GSP.
• Ensure completion and submittal of GSP to DWR prior to the January 31, 2020 deadline.
• Develop appropriate channels of communication with the Department of Water Resources and State Water Resources Control Board and other State Agencies.

After GSP Submittal in January 2020
• Oversee implementation of County Un-districted (“white”) area programs and projects.
• Coordinate the implementation of NKGSA monitoring and annual reporting program with members, interested parties and consultants.
• Assist member agencies and interested parties with GSP implementation requirements.
• Coordinate review of neighboring basin GSPs.
• Provide day-to-day oversite of NKGSA communication and issues.
• Responsible for monitoring and enforcement of the GSP rules and regulations to achieve sustainability in the North Kings.
• Coordinates with Legal Counsel on matters affecting NKGSA.
• Set Board of Director meeting agenda, notice and record minutes in coordination with Board and committee chairpersons, and with assistance from an Administrative Assistant.
• Attend, participate and present at NKGSA Advisory, Technical, Admin/Fiscal and Outreach Committee meetings.
• Oversee, assess, administer and manage appropriate expert consultants to effectively and efficiently assist the GSA.
• Develop and establish recommended annual budget in cooperation with the NKGSA fiscal agent currently staffed by FID’s Controller, and provide Board with appropriate financial updates.
• Serve as NKGSA’s representative in Kings Subbasin coordination efforts.
• Assist NKGSA member agencies and interested parties in the development of “Policies” required in the implementation of the GSA Plan.

FID Project Manager (half-time):
• Provide program management and oversite of a variety of District projects and initiatives.
• Ensure compliance with applicable regulations and contractual obligations.
• Provide review of FID historic, organizational and regional data to develop recommendations for possible actions or programs.
• Perform a variety of office and field duties.
• Provide assistance to General Manager, Assistant General Manager and Chief Engineer, as well as customers, construction personnel, outside agencies and others as necessary.

Preferred Qualifications:
• Bachelor’s Degree with emphasis in water management, groundwater, hydrology and/or regulatory compliance is preferred. Professional registration/certification in related field or years of experience may be considered in lieu of degree.
• Five years increasingly responsible experience in a municipality, special district or technical trade requiring regulatory compliance and reporting.
• Proven track record being detail oriented and ability to manage time well.
• Strategize and achieve specific short and long-term planning goals, objectives, and policy.
• Administer Board meetings, committee and stakeholder meetings.
• Be responsive and have the ability to provide recommendations and push items to resolution.
• Exceptional oral and written communication skills.
• Must be able to work independently
• Must be capable of initiating, planning, and coordinating projects and special assignments
• Prior experience in the water industry preferred

Compensation:
NKGSA anticipates filling this position on a contract basis. Rates and compensation will be negotiated based upon qualifications and experience, but is anticipated to be between $120,000 and $150,000 depending on qualifications. If part-time, compensation will be adjusted accordingly.
