THE PUBLIC WORKS DEPARTMENT
The Public Works Director will oversee the Public Works Department and its many essential functions. The Public Works Department’s primary objective is to provide for the public’s safety, and to maintain and improve the City’s infrastructure in a cost-effective manner while planning to meet future needs. It is the largest department within the City of Riverbank and has a total of 25 FTE’s in the current budget year. Services provided by the Public Works Department include water, wastewater, and streets. The FY 22/23 Public Works budget is $11.2 million and the Capital Improvement Program budget is $1.2 million.
The Public Works Director is a department head and a key member of the City’s management team who reports directly to the City Manager. The Public Works Director has responsibility for the overall management of the Public Works Department and will exercise supervision over professional, technical, and administrative support staff. In addition, the Public Works Director acts as the Interim Riverbank Local Redevelopment Agency Director charged with overseeing the Economic Development Conveyance of the Riverbank Army Ammunition Plant from the U.S. Army to the City of Riverbank. General responsibilities include management of all Public Works Department services and activities including engineering, wastewater treatment, water, sewer, streets, storm drainage, and vehicle maintenance; oversee and participate in the development and administration of the Public Works Department budget; direct and supervise the City’s preventative maintenance program; explain, justify, and defend Public Works Department programs, policies, and activities; develop and implement the Public Works Capital Improvement Program; and as the Interim RLRA Director plan, organize, coordinate, and perform management level economic development and redevelopment activities associated with the conveyance and reuse of the Riverbank Army Ammunition Plant to include capital improvements.
In addition, the next Public Works Director will have the opportunity to work collaboratively with the City Manager and staff to deliver critically important infrastructure projects to the community. The City is currently in the initial stages (15%) of planning an $87 million project to upgrade its wastewater treatment plant from a secondary system to a tertiary treatment plant with a recycled water component. Completion and delivery of this exciting project will be the responsibility of the next Public Works Director and will provide a career-defining project.
The ideal candidate for the position of Public Works Director should have a strong operational background in Public Works, including a solid understanding of water and wastewater systems. In addition, an engineering background would be an outstanding asset for the next Director to bring to Riverbank, but not required. The City of Riverbank currently contracts with excellent engineers that provide technical engineering expertise to the City.
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education: Bachelor’s degree from an accredited college or university with major course work in public administration, civil engineering, or related field.
Experience: Seven (7) years of increasingly responsible experience in public works, including five (5) years of administrative and supervisory responsibility.
License or Certificates:
- Possession of, or ability to obtain and maintain a Class “C” and/or appropriate valid California driver’s license at the time of appointment.
- State certification in Wastewater Treatment and/or Water Treatment Systems is highly desirable.
- While licensure as a Professional Engineer in the state of California is not a requirement, it is desirable.
COMPENSATION AND BENEFITS
The salary range for the Public Works Director is up to $131,800 with placement in the range dependent on qualifications. The next Public Works Director will also receive an additional 7% of base salary for serving as the Interim Riverbank Local Redevelopment Agency Director. The City provides an excellent executive benefit package including CalPERS retirement - classic members are eligible for 2% @ 60 formula, while PEPRA members are 2% @ 62.
