SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the Public Works Director. Exercises direct and general supervision over supervisory, professional, technical, and administrative support staff through subordinate levels of management and supervision.
CLASS CHARACTERISTICS
This is a single-position, mid-management classification in the City's Public Works Department. The incumbent oversees, directs, and participates in the engineering functions of the Public Works Department, including short- and long-term CIP planning, development and administration of federal, state, and local funds for capital improvements and expansions, and providing professional-level support to the Public Works Director in a variety of areas. Successful performance of the work requires an extensive professional background as well as skill in coordinating departmental work with that of other City departments and public agencies. Responsibilities include performing and directing many of the department’s day-to-day engineering and administrative functions.
This class is distinguished from Public Works Director in that the latter has department-level management responsibility for all engineering and City infrastructure construction, operations, maintenance, and repair activities.

- Plans, manages, and oversees the daily functions, operations, and activities for all engineering functions and activities, including CIP planning, design, and construction; permitting and subdivision improvement services; traffic and transportation engineering programs; construction inspection; and real property management.
- Manages and participates in the development and implementation of goals, objectives, policies, and priorities for the assigned division; recommends, within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.
- Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees on performance issues; responds to staff questions and concerns; makes discipline recommendations to the Director.
- Manages the development and administration of the annual budget and capital improvement budgets for the Division; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments.
- Performs engineering studies and cost/benefit analyses.
- Performs City Engineer duties as designated by the Publics Works Director and as prescribed by state law and City ordinances, including overseeing the preparation of engineering plans and specifications, the construction of public projects, and the administration of professional service, construction, maintenance, and other contracts.
- Reviews, approves, and signs maps, plans, and specifications for City infrastructure and facilities, assessment districts, subdivisions, and developments.
- Directs all aspects of rights-of-way and easement acquisition and abandonment.
- Confers with and represents the department and the City in meetings with members of the City Council, members of boards and commissions, various governmental agencies, developers, contractors, business and industrial groups, and the public.
- Oversees traffic engineering and transportation planning activities; develops local, state, and federal funding sources for such activities.
- Prioritizes and allocates available resources; reviews and evaluates program and service delivery, makes recommendations for improvement and ensures maximum effective service provision.
- Provides engineering support to the utilities division on water and wastewater issues.
- Prepares and directs the preparation of a variety of written correspondence, reports, procedures, ordinances, and other written material.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of engineering and other types of public works services as they relate to the area of assignment.
- Monitors changes in laws, regulations, and technology that may affect City or departmental operations.
- Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
- Serves as acting director in his/her absence.
- Performs related duties as assigned.

Supplemental Information
Education and Experience:
Bachelor's degree with major coursework in civil engineering or a related field, and five (5) years of management and/or administrative experience in civil, traffic or transportation engineering or capital improvement program administration, including two (2) years of management and/or supervisory experience.
Licenses and Certifications:
- Possession of a valid Class C California driver’s license within 60 days of hire and have a satisfactory driving record.
- Possession and maintenance of a valid certificate of registration as a Professional Engineer (Civil, Mechanical, or Structural) in the State of California.
- Possession of a valid certificate of registration as a California Licensed Land Surveyor is desirable.

PHYSICAL DEMANDS Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, to inspect City development sites, to operate a motor vehicle, and to visit various City and meeting sites; vision to read printed material and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas and performing inspections of facilities and construction sites may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
ENVIRONMENTAL ELEMENTS
Employee works in a temperature controlled office environment, but may occasionally work in the field at public works utilities facilities, and city roadways. While on the field employee will be exposed to moderate to loud noise levels, cold and hot temperature conditions, inclement weather conditions, road hazards and traffic conditions. Some direct exposure to hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. Occasional exposure to inclement weather, dust, fumes and noisy construction environments is required.
WORKING CONDITIONS
Must be able to pass a pre-employment physical and background investigation, including fingerprinting. Must be willing to work evening, weekend, and holiday hours when so required. Must be willing and able to work outdoors in all weather conditions and with exposure to potentially hazardous conditions.
