The Solid Waste Division (SWD), a Division of the Snohomish County Public Works (PW) Department, is seeking an experienced and collaborative leader to supervise the high performing team responsible for the Planning Workgroup and the Household Hazardous Waste Facility. The PW Supervisor III oversees all SWD planning projects, grants, contracts, technology endeavors in addition to the Household Hazardous Waste (HHW) program. The PW Supervisor III will oversee other services that support SWD initiatives as follows:
- Solid Waste Programs and Projects – The position will oversee the planning, development, and implementation of all SWD projects as well as lead complex, multi-faceted initiatives within the division and with other business partners. These projects and initiatives include recycling programs, product stewardship initiatives, climate change initiatives, disaster debris management, facility improvements and overall regulatory compliance. The planning team supports endeavors for Solid Waste workgroups including Operations, Environmental Services, Household Hazardous Waste and Cashiering Teams.
- Critical Business processes – Perform lead roles related to developing, implementing, and monitoring Division workflow, initiatives, continuous improvement, and strategic planning.
- Technology Systems – Manage all aspects of the Division's GIS, computer and technology deployment and processes.
- Household Hazardous Waste Facility – The position will supervise the activities of the HHW facility and support the initiatives outlined in the Moderate Risk Waste plan.
- Project management and RFP development – Develop requests for proposals, functional specifications, technical documents, and logic analysis of Division projects as needed.
- Grant and Contract management – Will oversee the implementation and administration of various Federal, State, and local agreements/grants, in addition to maintaining a variety of agreements to support Division operations and services.
This position is one of ten supervisors with the SWD and reports directly to the Operations Manager. The successful candidate will have excellent communication skills, will demonstrate the ability to work well with others, and will be able to positively contribute to the overall management of the Division. This position will assign, supervise, and evaluate staff, so the preferred candidate will excel at creating a positive team environment. The successful candidate will also have qualities in alignment with the Division's core values of providing and demonstrating high quality service, leadership, stewardship, accountability, respect, and integrity.

The Solid Waste division oversees the disposal of garbage, hazardous materials, and recycling throughout Snohomish County. With three full-service facilities and an additional four neighborhood and special items facilities, the division is focused on:
- Reducing overall waste from Snohomish County
- Promoting and emphasizing the reuse of items and recycling
- Handling household hazardous waste
- Providing garbage and recycling facilities for county residents
- Transferring garbage to the landfill or partnering with private vendors to handle recycled items

Teleworking Options
The work associated with this position will initially be full-time in the office during the training period. Then a possibility hybrid of remote work and in-office work options will be evaluated and implemented as needed and assigned. Employees will be provided with a County issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Snohomish County has a robust collection of tools and resources to support working remotely. A Snohomish County Telework agreement is required for employees assigned to telework.
Employees must reside in Washington state and within a reasonable distance to their Snohomish County worksite to respond to workplace reporting requirements.
