 to lead the Public Works line of business. This position has overall responsibility for the management of the county's Community Works, Environment and Energy, Transportation Operations, Transportation Project Delivery, and Administration departments. Public Works has an operating budget of 207 million dollars, a capital budget of 341 million dollars, and over 450 full-time employees.

This position reports to County Administration, is unclassified full-time and benefit-earning. Unclassified positions are non-permanent (at will) and are not subject to HR law/rules.

Salary: Up to $217,000 annually

Location and hours:
This position is located in the Hennepin County Government Center, 300 South 6th Street, Minneapolis, MN 55487.

In this position, you will:

•Set goals to enhance service delivery to meet overall county vision and best serve county residents
•Support the development and implementation strategies to reduce disparities in the seven domains: education, employment, health, housing, income, justice, and transportation
•Provide direction to Public Works management to assure a coordinated and strategic approach to county and department objectives and programs and the allocation of resources to implement these initiatives
•Manage preparation of Public Works budget including a significant enterprise revenue fund; oversee operating and capital expenditures
•Partner with other government jurisdictions, commissions, county departments and professional and citizen organizations on departmental and county initiatives
•Provide elected officials, County Administration, and department heads with technical information, status reports, and policy recommendations related to Public Works programs and operations

Need to have:
•One of the following:
•Bachelor's degree in public administration, business administration or related field and seven years of managerial experience
•Experience may be substituted for education on a year for year basis

•Relationship Management – Ability to develop and maintain professional relationships with partners on the county, regional, state and national level; forges effective partnerships with labor organizations and values union involvement in decision making where appropriate; ability to establish and maintain effective relationships with community, advisory boards and elected officials
•Organizational Management – Direct and administer complex and changing programs and services for a large Public Works system
•Diversity and Inclusion – Foster commitment and build support for a diverse and inclusive organization that reflects the residents we serve
•Leadership – Provide effective leadership to direct reports and the organization; is an experienced, passionate, energetic and visionary leader with excellent people and communication skills; ability to link actions back to vision and mission
•Strategic Resource Management – Effectively manage a broad spectrum of resources including human resources, financial and capital projects, and technology

Nice to have:
•Managerial experience across multiple public works areas of specialization.
•Experience establishing and maintaining a network of partnerships both internally and across jurisdictional lines
•Ability to anticipate future trends, assess impact of issues and display a systems thinking approach with a county-wide perspective
•A commitment to creating an adaptive and diverse organization; ability to identify strategies that demonstrate the business case for diversity
