Job Summary: Under the general direction of the City Engineer or designee, oversees aspects of major building and infrastructure construction projects undertaken by the City including project construction coordination, monitoring, tracking, and reviewing all related documentation; does related work as required.

Salary: $114039 to $134697

Examples of Duties:
• Performs related duties as required.
• Performs constructability reviews of plans and specifications throughout all phases of design and construction, especially school and/or building renovations, additions, code compliance, bridge, roadway, sewer and drainage construction.
• Manages and coordinates construction inspectors and clerical staff.
• Prepares, implements, and updates project schedules throughout duration of all construction activities.
• Reviews and evaluates the completeness and accuracy of construction cost estimates. • Administrates and enforces design and construction contracts.
• Assists in the preparation, review, and evaluation of RFQ’s, and RFP’s. • Reviews and approves shop drawings and other submittals.
• Reviews and evaluates bids and bid amendments.
• Participates in project negotiation and pre-bid meetings.
• Assists in the preparation of design service contracts and construction contracts.
• Reviews, tracks and executes all change order requests, and administers progress payment requisitions.
• Coordinates and facilitates securing all necessary Federal, State, and local approvals and permits.
• Assists in the preparation of scope of work and construction cost estimates as related to grant applications.
• Provides conflict resolution and all necessary interface between owner, designer, contractor and residents.

Knowledge, Skills and Abilities:
• Ability to work with individuals from diverse backgrounds.
• Thorough knowledge of all construction industry practices and standards, including familiarity with the State and local ordinances.
• Good knowledge of construction law.
• Working knowledge of proper construction inspection methods and material testing.
• Good knowledge of records maintenance and ability to utilize computer software applications to compile and generate reports, and schedules.
• Ability to read and interpret engineering and architectural drawings and specifications.
• Knowledge of all aspects of construction staging including seasonal restrictions.
• Good knowledge of building codes.
• Knowledge of hazardous waste removal, i.e. asbestos removal, etc.
• Knowledge of OSHA regulations.
• Knowledge of Premavera Scheduling and Planning software.
• Ability to coordinate work with other City agencies.
• Ability to negotiate and resolve conflicts.
• Ability to communicate effectively, both orally and in writing.

Minimum Qualifications: Graduation from an accredited college or university with a Bachelor’s degree in Construction Management, Civil Engineering, Architecture or a related field and at least six (6) years of experience in construction engineering, construction project management, management of large construction field office or responsibility for directing and managing all field crews and activities for large construction projects or any equivalent combination of education, training and experience.
