The purpose of this position is to lead and manage the roads and utilities programs to ensure safe, accessible, and aesthetically pleasing public infrastructure in the Village. The position provides leadership to program staff; provides engineering expertise in the areas of roadways, pavements, utilities and rights-of-way; reviews engineering studies and soils analysis; manages the issuance of permits within the right-of-way; coordinates utility undergrounding efforts; designs small engineering related projects; and serves as a project manager on capital improvement projects including the design, construction, and maintenance of projects partnering with Village staff, consultants, and contractors. 

The salary range for this position is $38.52-$57.03/hour in addition to an exceptional benefits package which includes a selection of medical, dental, and vision insurance, recreation reimbursement, retirement programs, tuition reimbursement, and generous paid time off and sick leave.

Essential Functions of the Position Include:

Leadership Responsibilities

  • Communicates with others in a successful manner through active listening and effective written and oral communication.

Management Responsibilities:

  • Directs, manages, and oversees the work activities of all activities and services related to pavement management, right-of-way permitting, and utility undergrounding programs; prioritizes and coordinates work assignments; reviews work for accuracy.
  • Manages the development and implementation of area work plan establishing goals, objectives, policies, and priorities; assists in the development and implementation of program performance standards; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; reviews and evaluates work methods and procedures; meets with staff to identify and resolve problems.
  • Establishes, reviews, and modifies, as necessary, work schedules; establishes appropriate service and staffing levels; reviews progress and status of existing projects or assignments; identifies resource needs; allocates resources accordingly.
  • Assesses and monitors work load, administrative support systems, and internal reporting relationships; identifies opportu­nities for improvement.
  • Conducts regular meetings with individual staff members; prepares monthly and annual performance reviews; analyzes performance problems and recommends disposition; coordinates staff training and development; coaches and mentors employees to top performance.
  • Participates in the selection of personnel; recommends personnel actions to Engineering Manager; resolves personnel concerns and issues.
  • Responds to customer inquiries, service requests and complaints over the telephone, electronic mail, fax, and in person; investigates and resolves as appropriate.
  • Reviews statistical data to determine effectiveness of existing procedures; recommends and implements improvements.
  • Participates in the development and administration of the budget; forecasts funds needed for staffing, equipment, materials and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
  • Explains, justifies and defends programs, policies and activities; negotiates and resolves sensitive and controversial issues.

Civil Engineering Responsibilities:

  • Plans, directs and manages activities related to the development of capital improvement projects; coordinates the public input process with appropriate parties including City Council, the general public, and other departments; assists in the development review process in regards to roadway requirements.
  • Reviews and approves designs, accepts bids for construction, and recommends award for Village projects; prepares contract documents including technical specifications.
  • Develops and manages project budgets; forecasts funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; directs and implements adjustments, as necessary.
  • Confers with developers, architects, engineers and contractors.
  • Reviews engineering and architectural drawings which involve drainage, roads, and traffic systems.
  • Reviews development projects, including plans, maps, and supporting documents; establishes conditions of approval for improvements including off-site improvements.
  • Assures that the proper certifications have been obtained on all engineering documents required to be reviewed or certified by a registered professional engineer.

Pavement Management Responsibilities:

  • Plans, directs and manages activities related to the pavement management program including inventory, rating, and providing recommendations for appropriate maintenance and rehabilitation activities; coordinates the public input process with appropriate parties including City Council, the general public, and other departments; assists in the development review process in regards to roadway requirements.
  • Provides a long-range forecast of pavement conditions and various pavement management practices including future year budget estimates to provide accurate and timely pavement management.
  • Performs engineering studies to determine the location and need for appropriate rehabilitation and preservation methods.

Right-of-Way (ROW) Permitting and Utility Coordination Responsibilities:

  • Plans, directs, and manages the review and issuance of permits for activities within the rights-of-ways and public property including utilities and truck routes.
  • Plans, directs, and manages the utility undergrounding program for the City; coordinates activities with appropriate utility agencies and ensures compliance with policies, codes, and regulations.

Knowledge and Ability Requirements:

The knowledge and skills needed to be successful in this position are typically gained through the attainment of a Bachelor's degree from an accredited college or university with major coursework in civil engineering or a related field and five years of increasingly responsible experience, including two years of administrative or supervisory responsibility. Registration as a Professional Engineer is required; State of Colorado license required within six months of hire.  Possession of or the ability to obtain a valid driver's license issued by the State of Colorado and a satisfactory driving record to obtain coverage by the City's insurance carrier is required. 

Candidates must also have the ability to:

  • Manage, direct, and coordinate staff and consultants in the preparation and development of capital improvement projects.

  • Select, supervise, train, and evaluate staff.

  • Oversee and direct the operations, services, and activities of the roads and utilities program.

  • Recommend and implement goals, objectives, and practices for providing effective and efficient engineering services.

  • Prepare and administer the program budgets.

  • Prepare clear and concise administrative and financial reports.

  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.

  • Research, analyze, and evaluate new service delivery methods, procedures and techniques.

  • Interpret and apply Federal, State and local policies, procedures, laws and regulations.

  • Communicate clearly and concisely, both orally and in writing.

  • Establish and maintain effective working relationships with those contacted in the course of performing assigned duties.

  • Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties.

  • Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities.

The Supervisor:

This position is supervised by Justin Williams, Public Works Engineering Manager. Justin has a Bachelor of Science degree in Civil Engineering from the University of Colorado at Boulder and is a registered Professional Engineer. Involved with the city since 2007, Justin was a Project Manager for a geotechnical consultant before joining the engineering team. The traits most important to Justin include a desire to provide solutions with a sense of pride and ownership and a strong commitment to customer services with a positive attitude.

Additional Considerations:

As a municipal organization, Greenwood Village is a provider of emergency services.  Some emergency situations, including weather related emergencies, may necessitate Greenwood Village employees to assist in areas of work which may not be directly related to the employee’s specific job function, but which will be within the physical capabilities, training, and skills of the employee.

Field work may involve hazardous situations, i.e., traffic areas, bridge structures, falling materials, fumes, trenches, etc. Must be physically capable of safely moving about on construction sites.
