Salary: $180,689.59 - $298,126.41 yearly

The Chief Engineer is appointed by and serves at the pleasure of the Metro Mayor. Responsible for the direction, leadership and management of the Engineering Division, including coordination, review and approval of public and private improvements to the comprehensive sanitary sewer, drainage and flood protection systems within Jefferson County. Oversees planning, design, and construction related to the MSD Capital Program. Responsible for Municipal Storm Sewer System (MS4) Permit, Floodplain Ordinance and EPSC Ordinance. Coordinates interaction of MSD design and construction activities with other public/private agencies. Communicates routinely with Elected Officials, MSD Board members, Customers and Local/State/Federal Regulatory Agencies. Reports to the Executive Director.

Essential Job Functions
Directs and oversees all activities of the Engineering Division. Manages the planning, design and construction aspects of the annual Capital Program. Develops annual Capital Budget, 5-year Capital Improvement Plan and 20-year Facility Plan. Provides senior management and direction for MSD's Amended Consent Decree and Integrated Overflow Abatement Plan (IOAP). Assists the Executive Director with Policy Development and administration in areas of engineering, construction and development. Manages the selection and contract award for engineering professional services. Serves as Engineering representative on Procurement Awards Committee. Coordinates activities with other MSD departments. Communicates with customers and elected officials. Coordinates design, construction, and regulatory requirements with external agencies, developers and contractors. Performs general administration duties for department. Performs field review of construction activities. Reviews and approves development plans, oversees land acquisition/disposal, and executes bonds where required.

Knowledge, Skills and Abilities Necessary to the Work
Knowledge of design and construction of sewer, drainage and flood protection facilities; knowledge of general management and supervisory techniques and principles; knowledge of personnel management principles, techniques, laws and policies; knowledge of wastewater, storm water and flood protection regulations; knowledge of the overall operation and maintenance of wastewater and storm water facilities; skill in oral and written communication; skill in managing multiple priorities; skill in exercising tact and diplomacy; ability to read and interpret engineering record drawings, sanitary sewer atlas and architect/engineering construction plans; ability to evaluate and assess sewer systems and facilities for acquisition; ability to perform cost/benefit analysis and risk assessments; ability to exercise judgment and discretion; ability to analyze problems and initiate solutions; ability to negotiate contracts; ability to supervise a diverse workforce; ability to train, supervise and delegate work effectively; ability to establish goals, performance measures and priorities for employees; ability to be courteous and helpful under pressure; ability to operate a PC and associated Windows environment software (e.g. Microsoft Office Suite).

Minimum Requirements
Bachelor Degree from an ABET accredited engineering program or a related field. Must possess a Professional Engineer's License in Kentucky. Ten or more years of related stormwater/wastewater/water engineering experience and project management post attainment of a Professional Engineer's License. Five or more years of management experience. Must possess a valid driver's license. Must have safe work and driving habits.
