The City of Somerville is seeking a visionary Director of Water and Sewer to lead a critical public utility serving more than 80,000 residents. Reporting directly to the Mayor, the Director will oversee all aspects of the City’s water distribution, sewer, and drainage systems — from quality assurance and regulatory compliance to budget development, capital planning, and customer service. Somerville is a member community of the Massachusetts Water Resources Authority (MWRA) and places the highest priority on sustainability, resiliency, and operational excellence.

Key Responsibilities

  • Ensure the safe, reliable, and efficient delivery of potable water and wastewater services.
  • Serve as the City’s primary liaison to MWRA, DEP, EPA, and other regulatory agencies.
  • Manage the construction, operation, metering, and billing of approximately 15,000 customer accounts.
  • Oversee lead sampling and service replacement programs in accordance with DEP and MWRA requirements.
  • Develop and manage the department’s annual budget and establish revenue rates.
  • Lead a skilled team, set strategic goals, and champion safety, training, and customer service.
  • Secure grants and funding opportunities to enhance infrastructure investment.

Preferred Qualifications

  • Bachelor’s degree in Engineering, Science, Business Administration, or a related field.
  • 10+ years of progressively responsible experience in water and sewer system maintenance and operations, with at least four years in management.
  • Massachusetts Drinking Water License Grade 3 “In Full” (Grade 4 preferred).
  • Wastewater Collections Certificate Grade 4 preferred.
  • Proven ability to manage budgets, lead staff, ensure regulatory compliance, and deliver exceptional public service.

Compensation
Pay scale begins at $130,000. Hiring above this amount is dependent on qualifications and experience.
